REDD机制下的林业碳汇交易及其影响

【摘要】 国际社会希望通过适当的REDD机制设计使森林保护与气候变化相结合,获得最大的共同利益。REDD机制设计对各国的林业战略和政策、碳汇交易水平以及利益分配具有重要的影响。分析了未来REDD机制可能选择的行动范围、融资方式以及REDD机制下林业碳汇交易现状和预期规模,最后,提出中国应该积极主动参与国际有关REDD问题谈判,并尽快建立国内林业碳汇补偿和交易机制的建议。
【Abstract】 The international community hopes to integrate forest conservation with climate change by proper REDD mechanism design in order to gain the maximal co-benefits. REDD mechanism design will have significant impacts on forest strategy and policy, carbon sink transaction level and benefit distribution of each countries in the world. This issue analyses the possible activity scope, financing patterns of the future REDD mechanism as well as status quo and anticipation scale of forestry carbon sink transaction under REDD mechanism. Finally, the suggestions for China are put forward, involving participating in the international negotiations on REDD actively and establishing national forestry carbon sink offset and transaction mechanism as soon as possible.
