【摘要】 林业在应对气候变化的进程中所起的作用正逐渐被认可,并正成为气候变化谈判的重要内容。为了解决林业碳汇核查与认证的难题,我国大力推进林业碳汇认证体系建设。林业碳汇认证工作的长期性、复杂性等特点,决定了我国林业碳汇认证的发展还面临着市场机制、认证标准、认证方法及认证流程、第三方机构等问题的挑战。在分析国外碳汇认证发展经验的基础上,分析了我国林业碳汇认证的现状及存在问题、提出在中国林业碳汇认证的过程中加强市场化体系建设、认证标准与国际对接,完善监管机制,实行第三方认证等措施,促进中国林业碳汇认证工作沿着市场化、国际化的方向健康发展。更多还原

【Abstract】 The significant role of forestry in responding to climate change has been recognized worldwide and forest becomes one of the major topics in climate negotiations. In order to solve the problem of verification and certification of forest carbon, China has been promoting the forest carbon certification system. However, due to the characteristics of its long term and complexity, the development of forest carbon certification in China is still facing the challenges such as creating market mechanism, identifying the certification standards, methodologies, process and the third party etc. This paper reviewed the experiences of carbon certification in foreign countries, the current situation of forest carbon certification development in China and its problems, pointed out that it is important to enhance marketing system, linking with international certification standards, perfecting the governance mechanism and implementing the third party certification so that the forest carbon certification of China develops towards marketization and internalization.更多还原
