西部农村养老保障制度改革的模式选择
On Model Choice For The Reform Of The Rural Old-age Security Institution In West China

【摘要】 经济发展水平十分落后的西部农村地区,养老保障制度正面临日益严峻的挑战。基于西部农民低收入状况和我国实施城市反哺农村战略,西部农村养老保障制度改革的目标模式是建立非缴费性社会养老保障制度。
【Abstract】 As the very low level of economy development in West China,the rural old-age security institution in this areas faces increasing challenge.Based on farmers’ low income in West China and the policy of city supports rural areas in China, building demogrant is the goal of the reform of the rural old-age security institution in West China.
