【摘要】 改革开放以来我国公共卫生事业发展缓慢且极不平衡,远远滞后于经济的高速增长,西部地区尤其是西部农村卫生状况的落后更为严重。其原因,主要是国家财政支持力度不断减弱,尤其以地方财政为主的投入结构加剧了这一矛盾,扩大了地区差距和城乡差距。近几年,随着国家西部大开发战略和积极财政政策的实施,用于西部公共卫生建设的国债资金和财政资金总量有所增加,但增幅尚未达到全国人均水平,更未向西部倾斜,西部大开发三年来,差距不仅未得到有效遏制,而且还在继续扩大。本文重点以四川数据为例,分析西部公共卫生的差距与发展战略。作者认为,公共卫生产品是典型的社会公共产品,提供广泛、平等的社会公共卫生服务是政府的责任,中央政府尤其有责任帮助落后地区。支持和帮助西部地区加快公共卫生体系建设应是全国公共卫生建设的重中之重。同时,西部地区要紧紧抓住当前全国性公共卫生体系建设热潮的机遇,积极争取国家的资金、技术、人才和政策支持,大力发展公共卫生相关产业,加快西部地区公共卫生体系的建设。更多还原

【Abstract】 In China’s reform and opening to the outside world,public health has been developing very slowly and unevenly,far behind the fast economic development.Sanitation in the western region is even worse,especially in the rural communities.This should be attributed first and mainly to the increasingly declining national fiscal support and then to the inadeguate fiscal support from the local government,leading to greater regional disparity and disparity between urban and rural areas.In recent years,with the implementation of the strategy of developing West China and expansionary fiscal policy,the total financial funds for the development of public health in West China have been increasing,but haven’t hit the national per capita average,for the region is not particularly supported.In recent three years,the disparity has been expanding rather than narrowing.The paper deals with public health and its development strategy,focusing on the situation in Sichuan.The authors believe that public health goods are typical social public goods and it is the responsibility of the government to provide extensive and equal sanitation services and it is also that of the central government to help the backward areas.It is the top priority to help the establishment of the public health system in West China.On the other hand,while a health system is being established nationally,the western region should take the initiative in landing national finance and technology,talents and favorable policy and developing relative industries so as to speed up die development of the public health system.更多还原
