【摘要】 高等教育地方化是我国高等教育改革与发展的重大主题。20多年来,尤其是近10多年来,在我国高等教育大众化进程中,地方化是一个显著特征,中央部委所属高校在全国高校中的比例大幅度下降,地方高等教育已经形成比较完善的体系,地市州区域高等教育发展迅速且已经成为国家高等教育的重要组成部分,一批新的地方高等教育亚中心发展起来了。地方化使地方高等教育不但在数量上得到了迅速增长,而且在质量上得到了显著提高。地方高等教育的发展不仅改变了国家高等教育的整体结构布局,而且带来了高等教育功能的变革。增强地方高等教育办学实力,强本固基,奠定地方高等教育可持续健康发展的坚实基础,是进一步推进我国高等教育地方化面临的紧迫任务。解决地方高等教育可持续健康发展问题,需要中央、地方各级政府、地方高校和社会等多方努力,制定有利的政策,保障良好的条件,营造适宜的环境,使地方高等教育走上科学发展的轨道,实现稳步、快速、和谐发展,为建立创新型国家,全面实现小康社会,提高国民经济和社会发展质量,做出更大的贡献。更多还原

【Abstract】 Localization of higher education is a significant subject in the reform and development of Chinese higher education.In late 20 years or more,especially the recent 10 years, localization has been a major characteristic in the process of higher education massification,with a large scale decrease of the amount of the central government-owned colleges and universities, and with a relatively improved system of local higher education being shaped.With its rapid development,local higher education has become an important part of Chinese higher education system.As a result,a group of new sub-centers of local higher education has emerged. Localization has affected local higher education with not only increase in quantity but also improvement in quality.The development of local higher education has brought not only changes to the structure of the whole higher education system but also transformation of the functions of higher education.To enhance the localization of higher education,it is urgent to strenghthen the foundation of local higher education,and increase the ability of local colleges and universities to develop themselves.To ensure a sustainable development of local higher education,joint efforts from governments,both central and local,local colleges and universities,and the society are needed.Only with preferential policies formulated,good conditions guaranteed,and a suitable environment produced,can local higher education run along with a steady,rapid and harmonious development.As a result,local higher education will make a greater contribution to the establishment of a creativity-oriented nation,a well-off society,and improve the quality of economic and social development.更多还原
