【摘要】 在第三次科技革命浪潮的推动下,生产力发生了质的变化,经济增长方式正在从粗放型转向集约型。但是,从目前看来,自然资源被大量消耗,生态环境遭到严重破坏,人类为增长也付出了沉重的代价。因而,需要发展循环经济,使人类最大限度地减少对自然资源的消耗和环境的污染。循环经济本质上是一种资源节约型、环境友好型生态经济,发展循环经济关键在于技术创新和制度创新,通过完善政策法规体系来推进循环经济发展,从而保证经济与社会走上可持续发展的道路。更多还原

【Abstract】 Under the third technical revolution tide,the productive had changed in itself.The growth of economy was changing its way from the extension to the intensive type.But the humanity has also paid for the growth in the way of the excessive consumption of natural resources and the severe environmental destruction.Obviously,it is necessary to develop the cyclical economy to minimum the natural resource consumption and the environmental pollution.The cyclical economy essentially is either a kind of resource conservation type or an environment - friendly ecological economy.Keyes to the development of cyclical economy are the technical innovation and the system innovation,and the consummation of policy and laws can advance it.These could guarantee the economy and the society step into the sustainable development.更多还原
