【摘要】 在全球贸易增长趋缓的背景下,跨境电商新业态以其独特优势逐步成长为推动国际贸易增长的新引擎。跨境电子商务综合试验区(简称跨境电商综试区),作为培育新产业、新业态的制度性开放高地,充分释放政策红利,为我国外贸高质量发展持续注入强劲新动能。党的二十大报告明确强调要推进高水平对外开放。党的二十届三中全会又指出要加速跨境电商综合试验区建设。这充分彰显了我国对“建设跨境电商综试区”的高度重视。党的二十大报告中明确提出了“加快构建新发展格局,着力推动高质量发展”的目标。同时,出口技术复杂度是衡量一国在国际分工中地位的关键指标,其提升对我国贸易高质量发展具有重要的作用。因此,在党中央高度重视跨境电商综试区和出口技术复杂度的双重背景下,深入探究二者之间的影响关系,意义重大。本文大体可以细分为以下五个部分,第一部分介绍论文选题的研究背景与意义,回顾文献并梳理前人的研究成果,对当前研究现状形成一定的认知。在此基础上,确定本文的研究内容、框架和方法,总结创新点和不足之处。第二部分深入探讨了综试区设立对出口技术复杂度的影响机制。具体从产业结构升级效应、产业集聚效应和营商环境优化效应三个维度进行剖析,为后续的实证分析提供了坚实的理论基础和逻辑支撑。第三部分介绍跨境电商综试区和出口技术复杂度的测算方法,并对测算结果和发展现状进行分析。第四部分为实证分析,构建以我国各城市出口技术复杂度为被解释变量,以是否设立跨境电商综试区为核心解释变量的多时点双重差分模型,进行基准回归,研究综试区设立对出口技术复杂度的直接影响。接着,进行稳健性检验和异质性检验,最后通过机制检验深入研究二者的作用路径。基于理论和实证分析,本文得出综试区的设立能显著提升出口技术复杂度,并通过促进产业结构升级、产业集聚和优化营商环境来促进出口技术复杂度的提升。同时,跨境电商综试区对出口技术复杂度的提升作用表现出地区异质性和数字经济发展程度异质性。针对这些结论,本文提出了以下政策建议:(一)坚定不移推进跨境电商综试区建设,推动全面开放新格局形成。(二)因地制宜规划配套政策,增强跨境电商综试区适用性。(三)推动产业转型升级,赋能外贸转型升级。(四)依托产业集聚,助力外贸新飞跃。(五)持续优化营商环境,推动外贸高质量发展。更多还原

【Abstract】 Against the backdrop of slowing global trade growth,the new business model of cross-border e-commerce has gradually grown into a new engine driving growth in international trade with its special strengths.The comprehensive cross-border e-commerce pilot zones,as an institutional open highland for cultivating new industries and formats,fully unleashes policy dividends and continuously injects strong new momentum into the high-quality development of China’s foreign trade.The report of the20th Party Congress clearly emphasized the need to promote high-level opening-up.The Third Plenary Session of the 20th CPC Central Committee also noted the need to innovation and development of digital trade in services,and speed up the pace of construction of comprehensive pilot zones for cross-border e-commerce.This fully demonstrates the high importance that China attaches to the construction of cross-border e-commerce comprehensive pilot zones.The report of the 20th National Congress of the Communist Party of China clearly put forward the goal of"accelerating the construction of a new development pattern and focusing on promoting high-quality development".At the same time,as a key indicator for measuring a country’s position in the global division of labor,the enhancement of export technology complexity plays a pivotal role in realizing the high-quality development of China’s trade.Therefore,in the dual context of the Party Central Committee’s high attention to cross-border e-commerce pilot zones and export technology complexity,it is significant to explore in depth the impact of the relationship between the two.The research content of this article can be subdivided into the below five portions,the first of which introduces the research context and implications of the selected topic of the thesis,review the documents and sort out the research results of the previous researchers,and form a definite perception of the current state of research.On this foundation,the research content,framework structure,research ideas,and research methods of this article are determined,and summarize possible research innovations and shortcomings.The second part describes the theory foundation of the study,and discusses in great depth the mechanism of the influence of the establishment of pilot zones on the complexity of export technology.The specific analysis from three dimensions of industrial structure upgrading effect,industrial agglomeration effect,and business environment optimization effect provides a solid theoretical basis and logical support for subsequent empirical analysis.The third part introduces the calculation methods for cross-border e-commerce comprehensive pilot zones and export technology complexity,and analyzes the calculation results and development status.The fourth part is empirical analysis,constructing a multi time point double difference model with the export technology complexity of various cities in China as the explained variable and the establishment of pilot zones as the key explanatory variable.Through benchmark regression analysis,the direct impact of the establishment of pilot zones on export technology complexity is studied.On this basis,robustness and heterogeneity tests are conducted,and finally,mechanism tests are used to further investigate the pathways of their interaction.Lastly,the thesis presents the following results,the establishment of pilot zones can enhance the technical complexity of export,and promote the enhancement of the technical complexity of export by promoting the upgrading of the industrial structure,facilitating the industrial agglomeration and optimizing the business environment.Simultaneously,the pilot zone exhibits regional heterogeneity and heterogeneity in the level of digital economy development in terms of enhancing the complexity of export technology.In the light of these findings,this thesis puts forward the following recommendations:(1)Advancing the construction of pilot zones,and the formation of a new pattern of comprehensive opening up.(2)Plan supporting policies according to local conditions and enhance the applicability of cross-border e-commerce pilot zones.(3)Promote industrial transformation and empowering foreign trade transformation and upgrading.(4)Relying on industrial agglomeration to facilitate a new leap in foreign trade.(5)Continuously Improve the Business Environment to Drive High-Quality Development of Foreign Trade.更多还原
