农村“滥办酒席”问题的治理路径研究

【摘要】 作为传统的人情社会,我国自古以来便讲究“礼尚往来”“迎来送往”,而在农村地区,这一特征则更为明显,在地缘、血缘和劳动协作的影响下,大家逐渐形成互相帮忙、相互照料的生活习惯。办酒作为传统人情往来与联络沟通的重要方式,逐渐成为人们重要的风俗习惯。但随着我国经济社会的快速转型,传统办酒席的功能逐渐异化为人们彰显面子、获取份子钱的工具,不仅给广大村民带来了很大精神与经济负担,还影响了农村文明健康的风气,甚至成为实现乡村振兴战略的障碍。为了解决这一问题,政府出台了很多政策,但具体治理效果怎么样,治理过程中遇到了哪些困境,这些都是值得我们关注的。本文基于对M县的调研,基本呈现M县酒席名目增多、礼金额度上涨、办酒频次变多、办酒形式隐匿化的问题,提出产生这一系列问题的成因,并采用Pearson和Spearman相关系数分析法,印证滥办酒席问题与成因之间的相关程度;其次,调查并梳理M县治理滥办酒席的主要措施,即以借助红白理事会为主的治理手段,从相关数据分析来看,治理成效并不理想。那么,这一治理措施的具体实践过程到底是怎样的?导致治理效果不理想的原因是什么?由此进入下一部分,通过对M县三个典型案例的阐述和分析,反映出治理滥办酒席过程中的困境,具体表现为治理的滞后性、不平衡性、约束性有限以及治理措施难以长效执行四方面。形成治理困境的成因主要有五个方面,即对收支平衡的“理性”考量、人情社会的博弈困境、人们对习惯的依赖、红白理事会作用发挥有限以及基层社会长期文化缺位产生的文化困境;最后,在上述分析的基础上,充分运用协同治理理论和地方治理理论,对进一步遏制农村滥办酒席问题,提出提升治理效能的建议,即增加红白理事会运行的“互惠性”成分、优化农村自治内生性资源、创新监督和激励机制、营造办酒习俗新风尚。本研究关注到了目前学术界相对关注度不高的治理滥办酒席的问题,特别是在以红白理事会作为治理对策的治理效果和实践困境方面,并结合协同治理理论和地方治理理论,提出了提升治理效能的对策,对广大乡村相关问题的治理和促进乡村全面振兴上具有积极意义。更多还原

【Abstract】 Our country is traditionally a humane society,,and this phenomenon is even more accentuated in agricultural areas.In rural areas,because of relations of land and blood,as well as the influence of agricultural labor cooperation,"courtesy"and"welcoming and sending"have been practiced since ancient times..As a traditional and important way of human interaction and communication,hosting wine has developed into an important custom for people.However,with the rapid transformation of China’s economy,the intrusion of consumerism,money worship and the influence of blind comparison ideas,the traditional function of hosting banquets has been seriously alienated,and has become a tool for displaying status and obtaining money.This near-compulsory behavior not only creates a great mental and economic burden for the majority of villagers,but also affects the civilized and healthy culture of the countryside,and even becomes an obstacle to the realization of the strategy of rural revitalization.In order to address this problem,the Government has introduced a lot of policies,but what is the specific effect of governance and what are the dilemmas encountered in the process of governance?Based on the research of County M,this paper adopts the data gathering method of questionnaire survey,interview method and typical example analysis method.At the same time,combined with the collation and analysis of official data,the governance path of the problem of"indiscriminate hosting of banquets"in rural areas is studied.First of all,it basically presents the problems of the increase in the number of names of banquets in County M,the rise in the amount of gifts,the frequency of hosting alcohol becomes more frequent,and the form of hosting alcohol is hidden,analyze the causes of the problem of indiscriminate hosting of banquets and analyze the degree of correlation between the problem of indiscriminate hosting of banquets and its causes using Pearson and Spearman correlation coefficient analyses;Secondly,the main measures to control the indiscriminate organization of banquets in County M are investigated and sorted out,i.e.,the means of governance mainly by means of the Red and White Councils.Moreover,through the elaboration and analysis of three typical cases,the dilemmas in the process of controlling the indiscriminate organization of banquets are reflected in the four aspects of lagging,imbalance,insufficient coercion,and lack of implementation.The causes of the governance dilemma are the"rational"consideration of balancing income and expenditure,the dilemma of playing the game in a humane society,people’s reliance on habits,the limited role of the Red and White Councils,and the cultural dilemma arising from the long-term cultural deficiency of grass-roots societies;Finally,on the basis of the above analysis,the theory of synergistic governance and the theory of local governance are comprehensively utilized to make recommendations for further curbing the problem of abusive hosting of banquets in rural areas and for enhancing the effectiveness of governance.That is to say,Increasing the"reciprocity"component of the operation of the Red and White Councils,optimizing the endogenous resources of rural self-government,innovating monitoring and incentive mechanisms,and creating a new culture of organizing alcohol.This study focuses on the issue of governance of abusive banquets,which currently receives relatively little attention in academia.In particular,the governance effects and practical dilemmas of using red and white councils as a governance countermeasure,combined with the theory of collaborative governance and the theory of local governance,propose countermeasures to enhance governance effectiveness,which are of positive significance to the governance of related issues in the countryside and to the promotion of the comprehensive revitalization of the countryside.更多还原
