【摘要】 随着我国农业供给侧改革的不断推进,发展特色农业产业已成为我国农业结构战略调整的重要途径。发展特色农业既是提高农业竞争力、实现高效益农业生产的有效途径,也是实现农业规模化和产业多元化发展的关键要素。在国家的大力倡导下,政府部门积极出台相应的扶持政策,不断促进特色农业产业的发展,有效提高了各地农村地区的经济水平。但相较于发达地区,我国某些农村地区的农业发展仍有很长的路要走。本文以F县为例,综合考虑乡村振兴和特色农业的政策背景,从地理、经济、农业三个方面分析了当地的特色农业发展优势。立足于高梁特色产业、西瓜特色产业、密植梨特色产业、其他农业特色产业四个方面,笔者阐述了F县政府在特色农业发展中的举措;依托于问卷调查、实地访谈等形式,从总体布局、资金投入、生产成本、产品竞争力、生产管理、人才培养等方面分析了乡村振兴背景下F县特色农业发展的困境,并深入剖析困境产生的深层原因。笔者认为,F县特色农业发展虽取得了显著成绩,但仍然面临着基础设施不完善、特色农业人才短缺、特色农产品竞争力低、新型经营主体实力不强、产业链条短等问题。同时,政府的治理水平需进一步提高、扶持力度有待加强,宏观调控力度有待提升。基于此,当地政府亟需强化乡村振兴人才保障,持续推进一二三产融合发展,推动农业科技创新、促进成果转化,深化招商引资、优化营商环境,完善农业发展保障措施,为当地的特色农业发展之路扫清障碍、打好基础。更多还原

【Abstract】 With the continuous advancement of the supply-side reform of agriculture in our country,the characteristic agriculture industry has become an important way of the strategic adjustment of our agricultural structure.Developing characteristic agriculture is not only an effective way to improve agricultural competitiveness and realize high-benefit agricultural production,but also a key factor to realize agricultural scale and industrial diversification.With the strong advocacy of the state,the government actively issued the corresponding supporting policies to promote the development of characteristic agricultural industry,and effectively improve the economic level of rural areas.But compared with the developed areas,the agricultural development of some rural areas in our country still has a long way to go.Taking f county as an example,considering the policy background of rural revitalization and characteristic agriculture,this paper analyzes the development advantages of local characteristic agriculture from geography,economy and agriculture.Based on Gaoliang characteristic industry,watermelon characteristic industry,close-planting pear characteristic industry and other agricultural characteristic industry,the author expounds the measures of F county government in the development of characteristic agriculture Relying on questionnaires,on-the-spot interviews and other forms,this paper analyzes the predicaments of characteristic agriculture development in F county under the background of rural revitalization from six aspects:overall layout,capital input,production cost,product competitiveness,production management and personnel training,and in-depth analysis of the reasons for the plight.The author thinks that although the development of characteristic agriculture in F county has made remarkable achievements,however,it still faces some problems,such as imperfect infrastructure,shortage of characteristic agricultural talents,low competitiveness of characteristic agricultural products,weak strength of new-type operation main body,short industrial chain,etc.At the same time,the level of government governance needs to be improved,the level of support needs to be strengthened,and the level of Macroeconomic regulation and control needs to be raised.Therefore,the local government urgently needs to strengthen the talent guarantee for rural revitalization,continue to promote the integrated development of the primary,secondary and tertiary industries,promote agricultural science and technology innovation,promote the transformation of results,deepen investment attraction,and optimize the business environment,perfect the safeguard measures of agricultural development,clear the obstacles and lay a good foundation for the development of local characteristic agriculture.更多还原
