【摘要】 党中央和国务院高度重视青年创业活动,频频出台各项利好政策,鼓励青年尤其是大学生群体进行自主创业。然而第三方调查结果显示大学生实际创业率呈现下降趋势。本文以天津市为例,通过文献分析法梳理天津市已经发布的创业政策和配套服务;通过问卷调查法获取大学生群体对于创业服务的满意度评价;通过比较研究法了解国内外的先进经验和值得借鉴的方法;通过深度访谈法探寻大学生群体在创业前期准备和创业实施过程中的各种影响因素。本文以服务型政府理论、创业三螺旋理论和顾客满意度模型为理论基础,分析天津市大学生创业服务存在问题的原因并提出改善建议。本文通过分析发现造成天津市大学生创业服务问题的原因有以下四个方面:政策内容与实际需求匹配不足;执行效果与公众预期存在偏差;创业教育与培训体系有待完善;社会力量参与积极性明显偏低。结合国内外的先进经验,本文提出四点建议:强化精准施策,匹配服务需求;转变工作方式,加强服务意识;优化教培体系,提升教育质量;畅通参与渠道,吸引社会资源。通过以上建议解决大学生创业服务过程中发现的问题,提升创业服务的质量,进而提升创业积极性和自主创业率。更多还原

【Abstract】 The Government attaches great importance to the entrepreneurship activities of the youth,introduces various supportive policies frequently to encourage young people,especially college students,to start their own businesses.However,through third-party survey,it was found that the actual entrepreneurial rate of college students is showing a downward trend.Taking Tianjin as an example,this thesis uses literature analysis method to sort out the entrepreneurship policies and supporting services that Tianjin has released;obtains the satisfaction evaluation of college students on entrepreneurship services through questionnaire;grasps the advanced experiences at home and abroad which are worth learning from through comparative research;uses in-depth interviews to gain a detailed understanding of the various influencing factors of college students in the early prepa-ration and implementation of entrepreneurship.Based on service-oriented government theory,triple helix theory and customer satisfaction model,this thesis analyzes the rea-sons for the problems in Tianjin’s college student entrepreneurship services and puts forward improvement suggestions accordingly.Through analysis,the main reasons for the problems of college student’s entrepre-neurship services in Tianjin are in the following four aspects:the policy content is in-sufficiently matched with actual needs;the implementation effect deviates from public expectations;the entrepreneurship education and training system needs to be improved;the enthusiasm of social forces to participate in is obviously low.Combining advanced experience at home and abroad,this thesis proposes below four measures:strengthen precise policy implementation to match service needs;transform work methods to en-hance service awareness;optimize the education system and improve the education quality;unblock participation channels and attract high-quality resources.After solving the problems with above suggestions,the quality of entrepreneurial services can be im-proved,and thereby the entrepreneurial enthusiasm and independent entrepreneurship rate can be raised.更多还原
