【摘要】 作为国民经济的重要基础产业,林业产业涉及多个领域,为其他行业提供大量原材料和初级产品的同时,还具有强大的生态服务功能。随着社会的快速发展,林业产业的基础作用进一步强化。合理的林业产业结构不仅能够促进产业内部的优化升级,还能有效提升其在市场竞争中的优势地位,从而增强对本地经济的正向拉动效应。林业产业结构的合理性及其发展的竞争力,一方面关系到对经济贡献的程度深浅,另一方面也影响其在环境保护工作中的作用的发挥。本研究以内蒙古地区的林业产业结构与竞争力为研究重点,深入剖析了该领域的发展态势与潜力。首先,对内蒙古林业产业在2000至2021年间的增长速度、结构特征及竞争态势进行了系统性的分析。研究结果表明,相较于全国其他地区,内蒙古林业产业的结构特征并不具备显著优势,整体竞争力亦呈现出偏低的态势。这反映出近年来,内蒙古自治区在林业产业的发展上,其势头并未能与全国保持同步,存在一定的滞后现象。为进一步揭示内蒙古林业产业内部的关联机制与未来发展趋势,运用了灰色理论模型,对产业间的关联度及产值预测进行了深入探讨。此外,构建了一个包含资源、市场、生态、发展支撑及资本五大类别的二级指标竞争力指标体系。借助基于主成分分析的TOPSIS法,进一步对整体及各项竞争力的变动情况进行了量化分析,从而更加精准地把握内蒙古林业产业的发展动态与竞争优势。研究结果显示:(1)2000—2021年内蒙古林业产业格局发生显著变化,由“一、二、三”格局逐渐演变为“一、三、二”格局,内蒙古林业产业发展重心发生转移。(2)在内蒙古林业产业中,第一产业对林业总体发展的影响最为显著;其中,“林木育苗和育种”对第一产业影响最大,第二产业中的“木材加工和木制品制造”业凭借内蒙古资源优势和交通区位优势对整体林业发展依旧保持着高贡献度;“林业旅游与休闲服务”的强势崛起对第三产业同样起到更为关键的作用。基于此,明确当前内蒙古林业发展的主导产业。(3)2016—2021年内蒙古林业产业综合竞争力总体呈现为小范围缓慢波动上升的趋势,其中,资源、生态与资本竞争力总体看具有较强的竞争优势,而市场与发展支撑竞争力相对较弱,需要进一步加强与提升。表明内蒙古林业产业未来发展的方向与重点,需要在保持资源、生态与资本竞争力的基础上,加强市场开发与拓展,提升发展支撑能力,以实现林业产业的持续健康发展。基于此,着重从优化产业结构和提升竞争力两方面提出政策建议。首先,优化内蒙古自治区林业产业结构,促进产业融合与集聚,实现资源高效利用,并明确支柱产业、特色产业和潜力产业,以避免同质化发展。其次,从资源、市场、生态、发展支撑、资本五个维度提升林业产业的竞争力提出建议,推动乡村振兴和林业产业的可持续发展。更多还原

【Abstract】 The forestry industry,as an important basic industry of the national economy,involves multiple sectors of the economy.While providing a large amount of raw materials and primary products for other industries,the forestry industry also has strong ecological service functions.With the rapid development of the society,the basic role of the forestry industry is further strengthened.Reasonable forestry industry structure can not only promote the optimization and upgrading of the industry,but also effectively enhance its advantageous position in the market competition,thus enhancing the positive pull effect on the local economy.The rationality of the forestry industry structure and its development competitiveness relate,on one hand,to the extent of its economic contribution,and on the other hand,also affect its role in environmental protection efforts.This research is centered on examining the structure and competitiveness of the forestry industry within the Inner Mongolia region,and provides a detailed analysis of the development trends and potential in this field.First,a systematic analysis was conducted on the growth rate,structural characteristics,and competitive situation of the forestry industry in Inner Mongolia from 2000 to 2021.The results of the study indicate that,compared to other regions of the country,the structural characteristics of the forestry industry in Inner Mongolia do not possess a significant advantage,and the overall competitiveness also presents a relatively low trend.This reflects that in recent years,the momentum of the development of forestry industry in Inner Mongolia Autonomous Region has not been synchronized with that of the whole country,and there is a certain lagging phenomenon.In order to further reveal the correlation mechanism and future development trend of the forestry industry in Inner Mongolia,a gray theoretical model was used to explore the correlation between industries and the forecast of output value.In addition,a competitiveness index system was constructed with five major categories of secondary indicators:resources,market,ecology,development support and capital.With the help of the TOPSIS method based on principal component analysis,the changes in the overall and individual competitiveness were further quantitatively analyzed,so as to more accurately grasp the development dynamics and competitive advantages of the forestry industry in Inner Mongolia.The results of the study show that:(1)the pattern of Inner Mongolia’s forestry industry changed significantly from 2000 to 2021,gradually evolving from a"one,two,three"pattern to a"one,three,two"pattern,and the development of Inner Mongolia’s forestry industry shifted its focus.The center of gravity of forestry industry development in Inner Mongolia has been shifted.(2)In the forestry industry of Inner Mongolia,the primary industry has the most significant influence on the overall development of forestry;Among them,"tree nursery and breeding"have the greatest impact on the primary industry,while in the secondary industry,"wood processing and manufacturing"maintain a high contribution to the overall forestry development thanks to Inner Mongolia’s resource and transportation advantages;the strong rise of"forestry tourism and leisure services"also plays a more critical role in the tertiary industry,based on which the leading industries of forestry development in Inner Mongolia are clearly defined.(3)The overall competitiveness of Inner Mongolia’s forestry industry in 2016-2021 shows a small range of fluctuations in the rising trend,in which the resource,ecological and capital competitiveness in general has a strong competitive advantage,while the market and the development of support for the competitiveness of the relatively weak,and need to be further strengthened and upgraded.It shows that the direction and focus of the future development of the forestry industry in Inner Mongolia need to maintain the competitiveness of resources,ecology and capital on the basis of strengthening the development and expansion of the market,and enhance the development of the support capacity,in order to realize the sustainable and healthy development of the forestry industry.Based on this,policy recommendations focus on optimizing the industrial structure and enhancing competitiveness.Firstly,it is essential to optimize the forestry industry structure in Inner Mongolia,promote industrial integration and clustering,achieve efficient resource utilization,and clearly define pillar industries,specialty industries,and potential industries to avoid homogenized development.Secondly,recommendations are made to enhance the competitiveness of the forestry industry from five dimensions:resources,market,ecology,development support,and capital,thereby promoting rural revitalization and sustainable development of the forestry industry.更多还原
