【摘要】 “基层强则国家强,基层安则天下安”。基层应急管理作为基层治理体系的重要组成部分,始终是党和政府重点关注的问题。党的二十届三中全会从推进中国式现代化的战略高度对“推进国家安全体系和能力现代化”作出系统部署,提出要强化基层应急基础和力量。2024年9月,中共中央、国务院印发的《关于进一步提升基层应急管理能力的意见》,要求进一步推动应急管理工作力量下沉、保障下倾、关口前移。基层社区、村镇等是灾害发生时的直接受影响区域,也是最早接触和应对灾害的层级。只有强化基层的应急基础和力量,才能确保灾害早发现、早处置,最大限度减少灾害损失。农村基层党组织作为党在农村全部工作和战斗力的基础,是应急处突的“第一响应人”和“第一责任人”。当前农村突发事件频发多发,但一些农村基层党组织应对和处置突发事件,特别是突发自然灾害的能力有限、应对不力。这就需要农村基层党组织紧抓应急管理工作,不断增强应急处突能力,夯实农村社会安全基石。本文以新时代为背景,遵循理论与实践相结合的原则,依循“概念界定——理论溯源——能力构建——案例分析——优化路径”的思路展开研究。首先,科学界定农村基层党组织、突发事件、应急处突能力、农村基层党组织应急处突能力的基本内涵。其次,系统梳理马克思主义经典作家关于“应急处突”的基本观点,汲取中华优秀传统文化中的“应急之道”,归纳总结中国共产党人关于农村应急处突问题的重要论述,提出农村基层党组织应急处突能力建设是农村基层党组织维护农村社会和谐稳定与推动自身能力建设的关键,并从时代考量、基本原则、结构要素、运行要件等方面分析新时代农村基层党组织应急处突能力的系统构成。再次,聚焦多个典型案例中农村基层党组织应对突发事件的基本概况,总结提炼其主要做法,为新时代农村基层党组织应急处突能力建设提供参考与借鉴。从次,在案例分析的基础上,对当前农村基层党组织应急处突能力面临的现实梗阻及其成因进行剖析。最后,着重从应急主体、应急文化、应急制度、应急技术、应急物资等五个方面提出农村基层党组织应急处突能力的优化路径,即建强党的组织体系,提高组织应急战斗力;厚植应急文化,涵养内驱动力;注重建章立制,严守制度红线;坚持数智赋能,注入发展新动能;夯实物质保障,筑牢安全底板。更多还原

【Abstract】 "A strong country at the grassroots level is a strong country,and a safe grassroots level is a safe world."As an important component of the grassroots governance system,grassroots emergency management has always been a key concern of the Party and the government.The Third Plenary Session of the 20th CPC Central Committee made a systematic deployment of"promoting the modernization of the national security system and capabilities"from the strategic height of promoting Chinese path to modernization,and proposed to strengthen the emergency foundation and strength at the grass-roots level.In September 2024,the Central Committee of the Communist Party of China and the State Council issued the"Opinions on Further Enhancing Grassroots Emergency Management Capability",which requires further promotion of the sinking of emergency management forces,the downward shift of guarantees,and the forward shift of checkpoints.Grassroots communities,villages,and towns are the directly affected areas when disasters occur,and they are also the earliest levels of contact and response to disasters.Only by strengthening the emergency foundation and strength at the grassroots level can we ensure early detection and disposal of disasters,and minimize disaster losses to the greatest extent possible.Rural grassroots party organizations,as the foundation of the party’s entire work and combat effectiveness in rural areas,are the"first responders"and"first responsible persons"for emergency response.At present,there are frequent and frequent emergencies in rural areas,but some grassroots party organizations in rural areas have limited ability to respond and handle emergencies,especially natural disasters,and their response is inadequate.This requires rural grassroots party organizations to firmly grasp emergency management work,continuously enhance emergency response capabilities,and consolidate the foundation of rural social security.This article is based on the background of the new era,following the principle of combining theory with practice,and following the idea of"conceptual definition-theoretical tracing-capability building-case analysis-optimization path"to conduct research.Firstly,scientifically define the basic connotations of rural grassroots party organizations,emergency response capabilities,and emergency response capabilities of rural grassroots party organizations.Secondly,it systematically combs the basic views of Marxist classic writers on"emergency handling",draws on the"emergency way"in the excellent traditional Chinese culture,summarizes the important statements of the CPC people on rural emergency handling,proposes that the construction of emergency handling capacity of rural grass-roots party organizations is the key to maintain rural social harmony and stability and promote their own capacity building,and analyzes the system composition of emergency handling capacity of rural grass-roots party organizations in the new era from the perspective of the times,basic principles,structural elements,operational elements and other aspects.Once again,focusing on the basic overview of rural grassroots party organizations responding to emergencies in multiple typical cases,summarizing and refining their main practices,providing reference and inspiration for the construction of emergency response capabilities of rural grassroots party organizations in the new era.Based on the case analysis,this article analyzes the current obstacles and causes of emergency response capabilities faced by grassroots party organizations in rural areas.Finally,the optimization path for the emergency response capability of rural grassroots party organizations is proposed from five aspects:emergency subject,emergency culture,emergency system,emergency technology,and emergency materials,namely,building a strong party organizational system and improving the emergency combat effectiveness of the organization;Cultivate emergency culture and foster internal driving force;Pay attention to establishing rules and regulations,strictly abide by the red line of the system;Persist in empowering with digital intelligence and injecting new development momentum;Consolidate material support and build a solid safety foundation.更多还原
