【摘要】 党的十九大报告第一次提出“乡村振兴战略”这一主题,“三农”这项工作重要性再次被党中央所提出,我国有不同于其他国家的特殊国情——农业大国,在这样的大背景下,我国乡村的全面振兴和发展对我国的各项发展总基调起着关键作用。乡村振兴战略是由党中央提出的,乡村振兴发展工作的落实也需要各级党委、党组和基层党组织明确职责、发挥全力,特别是农村基层党的建设在助力乡村振兴发展工作中,应该起到一个关键引领和助力作用。本文以黑龙江省穆棱市为个案,先是总结了当前穆棱市在现有条件和基础上已经做过的一些经验做法,可能有的成效比较明显,但是也有效果不突出的情况出现。本文的行文目的是要对当前的现状进行分析,通过有效的文献综述法、调查问卷法、走访调研和数据分析等一系列方法,对当前穆棱市农村基层党建助力乡村振兴发展的现状进行调研了解,作者通过发放收回调查问卷和走访调研市委组织部、市农业农村局、生态环境局、市委宣传部、8个乡镇及其管辖范围内的127个行政村中具有党建特色和发展特征的村屯,了解掌握实际数据,对穆棱市当前农村基层党建助力乡村振兴的主要做法、涉及方面、取得成绩、存在困难等信息进行全面且准确的掌握,通过调查和调研,对发现的问题进行逐个原因分析,同时为下步计划进行有序梳理,做到知晓现状、明确问题,然后进一步分析产生问题的根源,对症下药,因地制宜的提出适合穆棱市农村基层党建助力乡村振兴发展的适宜对策及建议。本文的具体概况如下:一是目前穆棱市农村的基层的党的建设工作在引领和助推乡村振兴这项重要工作上已经有的成效包括四点,即以党建促进乡村振兴组织建设、以党建夯实乡村振兴道路基石、用党建解决乡村振兴发展难题、用党建推进乡村振兴多面发展。二是当前穆棱市农村基层党建助力乡村振兴发展存在的问题有四点:即农村基层党建助力乡村振兴的(1)内生动力不足、(2)人才结构不佳.、(3)能力发挥不优、(4)引领助力欠缺。三是针对目前存在的问题,有效准确的分析导致存在以上问题的原因有四点,即对农村基层党建助力乡村振兴工作重视程度不够、助力乡村振兴的基层党务工作者力量不足、农村基层党建助力乡村振兴的宣传引领和党建氛围不足、农村基层党建助力乡村振兴工作的统筹力度不强。四是根据分析原因,结合调查研究的数据和意愿,提出对穆棱市农村基层党建助力乡村振兴发展下一步工作的具体对策及建议三点,即强化农村基层党建助力乡村振兴工作的内生动力、加大乡村引才留才用才措施、充分发挥基层党组织引领助力作用、加强对农村基层党建助力乡村振兴工作的监督问效。最后,为了让以穆棱市为例的广大农村基层的党建助力乡村振兴工作在未来五年甚至十年更长时间内持续取得较好的成效,作者结合实际情况创新性的提出“党建助力+N”的工作模式,既以“内培”与“实践”相结合模式下的“党建引领+思想建设”、以“外拓”与“内生”相结合模式下的“党建引领+经济发展”、以“引导”与“助推”相结合模式下的“党建引领+文化建设”和以“红色”与“绿色”相结合模式下的“党建引领+人居环境”,通过多渠道、多单位、多部门、多人员集体参加的方式,促进未来发展走的更远更深更广阔。更多还原

【Abstract】 The report of the 19th National Congress of the Communist Party of China for the first time explained the theme of"rural revitalization strategy".The importance of the work of"three rural issues"was once again proposed by the Party Central Committee.China has a special national condition different from other countries-a large agricultural country.Against this backdrop,development work also requires Party committees,party groups,and grassroots party organizations at all levels to clarify their responsibilities and exert their full efforts.In particular,the construction of rural grassroots party organizations should play a key leading and assisting role in assisting rural revitalization and development work.Taking Muling City,Heilongjiang Province as a case study,this article first summarizes some experiences and practices that Muling City has already done based on existing conditions.Some of the results may be relatively obvious,but there are also cases where the effects are not prominent and obvious.The purpose of this article is to analyze the current situation,and through a series of methods such as effective current situation of rural grassroots party building in Muling City to assist in rural revitalization and development.The author distributed a questionnaire and visited In the 127 administrative villages within the jurisdiction of 8 towns and townships with Party building characteristics and development characteristics,learn and master actual data,comprehensively and accurately grasp the main practices,aspects involved,achievements,difficulties,and other information of current rural grassroots Party building to assist in rural revitalization in Muling City.Through investigation and research,analyze the causes of the problems found one by one,and organize the next plan in an orderly manner,Know the current situation,clarify the problems,and then further analyze the root causes of the problems,apply the appropriate medicine to the situation,and propose appropriate countermeasures and suggestions suitable for the rural grassroots party building in Muling City to assist in rural revitalization and development.The specific overview of this article is as follows:First,there are four achievements that have been achieved in helping rural revitalization and development in Muling City through grassroots party building,namely,promoting rural revitalization and organization construction through party building,and consolidating the cornerstone of rural revitalization with party building Use party building to solve the problems of rural revitalization and development,and use party building to promote the multifaceted development of rural revitalization.The second is that there are four problems with the current rural grassroots party building in Muling City to assist in rural revitalization and development:(1)insufficient endogenous motivation for rural grassroots party building to assist in rural revitalization,(2)poor talent structure Poor ability to play,(4)lack of guidance and assistance.Third,in response to the current problems,there are four reasons for the above problems through effective and accurate analysis,namely,the insufficient attention paid to rural grassroots party building to assist in rural revitalization,the insufficient strength of grassroots party workers to assist in rural revitalization,the insufficient publicity,guidance,and atmosphere for rural grassroots party building to assist in rural revitalization,and the weak overall planning of rural grassroots party building to assist in rural revitalization.Fourth,based on the analysis of the reasons,combined with the data and willingness of investigation and research,three specific countermeasures and suggestions for the next step of Muling City’s rural grassroots party building to assist in rural revitalization and development are proposed,namely,strengthening the endogenous power of rural grassroots party building to assist in rural revitalization,increasing measures to attract and retain talents in rural areas,and strengthening the supervision and effectiveness of rural grassroots party building to assist in rural revitalization.Finally,in order to ensure that the Party building assistance and rural revitalization work at the grassroots level in the vast rural areas of Muling City,for example,will continue to achieve good results in the next five years or even more,the author innovatively proposes a"Party building assistance+N"work model based on the actual situation,which combines"internal training"and"practice"to achieve"Party building guidance+ideological construction""Party building leading+economic development"under the combination of"external expansion"and"endogenous"mode,"Party building leading+cultural construction"under the combination of"guidance"and"boost"mode,and"Party building leading+living environment"under the combination
