【摘要】 近年来,国家通过陆续发布一系列的相关政策,在全国范围内大力推广全过程工程咨询模式,并在该过程中强调多元化的发展模式和以试点化项目为抓手,高度关注技术支撑和产业整合,指导咨询公司提供全面涵盖项目整个生命周期的咨询服务。在全过程工程咨询模式的大力推行下,国网公司积极落实国家决策部署,发布《关于开展全过程工程咨询改革试点的通知》(国家电网体改[2017]1054号),推进输变电工程改革试点的工作。但在试点项目的实施过程中,由于输变电工程的特点,传统的工程咨询服务模式难以满足其对于集成化、综合性的咨询服务需求,全过程工程咨询模式在输变电工程中的发展进程相对滞后,且推广存在一定的困难。基于上述背景,本文以输变电工程项目为研究对象,探索更适应于输变电工程的全过程工程咨询模式,从而实现全过程工程咨询模式在电力行业的全面推广,并达到资源高效整合、加快进度流程、培养管理人才、节约项目投资、促进工程价值实现的目的。首先,本文通过梳理国内外相关文献,对全过程工程咨询含义进行界定,明确了全过程工程咨询的定义和核心理念,为后续研究奠定了理论基础。随后,对输变电工程传统咨询模式进行了分析,梳理了输变电工程从规划计划到技改报废的整个全寿命周期包含的环节和具体工作内容,并在此基础上对现有的输变电工程传统咨询模式进行了分析,总结现行的传统咨询模式存在的缺点和需要改进的地方。接下来论文着手对输变电工程的全过程工程咨询模式进行优化设计,包括对组织模式的优化设计和管理流程的优化设计两部分内容。在组织模式的优化设计中本文设计了适合于输变电工程的咨询业务组合方案,责任界面和委托方式。在管理流程中本文则进一步对输变电工程的业务流程和流程体系进行优化设计。在完成了输变电工程全过程工程咨询模式的优化设计后,本文将优化设计成果在无锡A输变电工程上进行应用实践,检验效果。本文提出的输变电工程全过程工程咨询的优化模式,实现了项目建设过程中各类资源的高效整合和咨询业务的集成管理,提高了咨询业务的衔接性,为输变电工程带来了较大的效益,并能够更好地助力于提升电网基建工程的建设管理水平和电网工程咨询企业的国际竞争力。更多还原

【Abstract】 In recent years,the state has issued a series of relevant policies to vigorously promote the whole-process engineering consulting model nationwide,and in the process emphasizes the diversified development model and pilot projects as the starting point,attaches great importance to technical support and industrial integration,and guides consulting companies to provide comprehensive consulting services covering the entire life cycle of the project.Under the vigorous implementation of the whole-process engineering consulting model,the State Grid Corporation actively implemented the national decision-making and deployment,issued the"Notice on carrying out the whole-process Engineering Consulting Reform Pilot"(State Grid System Reform[2017]No.1054),and promoted the work of the pilot reform of power transmission and transformation projects.However,during the implementation of the pilot project,due to the characteristics of power transmission and transformation projects,the traditional engineering consulting service model is difficult to meet its demand for integrated and comprehensive consulting services.The development process of the whole-process engineering consulting model in power transmission and transformation projects is relatively backward,and there are certain difficulties in promotion.Based on the above background,this paper takes power transmission and transformation project as the research object to explore a whole-process engineering consulting model that is more suitable for power transmission and transformation project,so as to realize the comprehensive promotion of whole-process engineering consulting model in the power industry,and achieve the purpose of efficient resource integration,speeding up the schedule process,training management talents,saving project investment and promoting the realization of project value.First of all,this paper defines the meaning of whole-process engineering consulting by combing relevant domestic and foreign literature,clarifies the definition and core concept of whole-process engineering consulting,and lays a theoretical foundation for subsequent research.Then,the paper analyzes the traditional consulting mode of power transmission and transformation engineering,sorts out the links and specific work contents of the whole life cycle of power transmission and transformation engineering from planning to technical transformation and scrapping,and analyzes the existing traditional consulting mode of power transmission and transformation engineering on this basis,and summarizes the shortcomings and areas in need of improvement of the current traditional consulting mode.Next,the paper starts to optimize the whole process of engineering consulting mode of power transmission and transformation engineering,including the optimization design of organizational mode and the optimization design of management process.In the optimization design of organization model,this paper designs the consulting business portfolio scheme,responsibility interface and entrustment mode suitable for power transmission and transformation project.In the management process,this paper further optimizes the business process and process system of power transmission and transformation project.After completing the optimization design of the whole process of power transmission and transformation engineering consulting mode,this paper will apply the optimization design results to Wuxi A power transmission and transformation project and test the effect.The optimization model of engineering consulting in the whole process of power transmission and transformation project proposed in this paper realizes the efficient integration of various resources and the integrated management of consulting business in the project construction process,improves the connectivity of consulting business,brings greater benefits to power transmission and transformation projects,and can better help improve the construction management level of power grid infrastructure projects and the international competitiveness of power grid engineering consulting enterprises.更多还原
