【摘要】 为加速雄安新区及周边相关区域综合交通基础设施建设,由两个省属国企集团公司,于2019年在雄安新区按照双方产业发展布局安排成立投融资平台JT投资公司。现主要业务包括高速公路建设运营、道路养护和产业投资。在当前将国有企业改革推向纵深以及建立市场化经营机制的要求下,面对复杂多变的内外部环境,JT投资公司正面临投资方向和战略规划的挑战,急需制定符合自身实际的发展战略,从而实现应对外部市场挑战,提升公司的盈利能力实现国有资产保值增值,促进公司保持健康稳定的发展。论文以JT投资公司为研究对象,结合其经营现状,研究其发展战略。论文介绍了JT投资公司现状,通过访谈法分析得到JT投资公司目前存在战略编制偏形式化、缺乏专业的战略管理人员与完备的战略管理机制、暂未形成科学明确的发展战略的问题。为制定符合JT投资公司自身实际的发展战略,以相关战略管理理论为指导,首先运用PEST分析法、五力模型分析法以及构建外部因素评价矩阵,说明当前JT投资公司具有政治环境稳定,政府投入增加,区域经济实力不断增强的发展基础,在雄安新区现代化城市建设机遇下,产业投资前景广阔,但同时也处于较为激烈的竞争环境中,其发展仍然面临着很大的压力。其次,通过分析JT投资公司财务情况、投资情况、资源能力情况以及核心竞争力情况,构建内部因素评价矩阵,明确其在交通领域与工程咨询领域具有一定的技术资源与资产资源优势,具备较强的资源整合与管理能力,且具有项目资源优势,应当充分利用自身优势。最后,运用SWOT矩阵分析得出JT投资公司四种备选战略,并通过QSPM矩阵分析,选择出对JT投资公司最具有吸引力的战略为增长型战略,以此为基础确定战略定位和目标,提出以增长型战略与多元化战略相结合的总体发展战略,布局交通资源开发、工程建设服务、城市综合开发、现代产业投资四大业务板块,对应提出实施集中化和差异化相结合的竞争战略。随后围绕发展战略,从业务层、职能层制定对应的战略实施措施,并针对发展战略的有效实施提出健全战略领导机制、落实机制和调整机制的保障措施。为JT投资公司的发展战略的制定提供借鉴,从而达到优化公司结构,提高盈利能力,推动其成长为专业投资平台,实现公司快速、健康、可持续发展。更多还原

【Abstract】 In order to accelerate the construction of comprehensive transportation infrastructure in Xiong’an New Area and surrounding areas,two provincial state-owned enterprise group companies established JT Investment Company,an investment and financing platform,in Xiong’an New Area in 2019 in accordance with the industrial development layout of both parties.At present,the main business includes highway construction and operation,road maintenance and industrial investment.In the face of the complex and changeable internal and external environment,JT Investment Company is facing the challenges of industrial investment direction and strategic planning,and urgently needs to formulate a development strategy in line with its own reality,so as to meet the challenges of the external market,improve the company’s profitability,maintain and increase the value of state-owned assets,and promote the company’s healthy,stable and sustainable development.This thesis takes JT Investment Company as the research object and studies its development strategy based on its current business status.This thesis introduces the current situation of JT Investment Company,and through the analysis of interview method,it is concluded that JT Investment Company currently has the problems of partial formalization of strategy preparation,lack of professional strategic management personnel and complete strategic management mechanism,and has not yet formed a scientific and clear development strategy.In order to formulate a development strategy in line with the actual situation of JT Investment Company,guided by relevant strategic management theories,the PEST analysis method,the five forces model analysis method and the external factor evaluation matrix are first used,which shows that the current JT Investment Company has a stable political environment,increased government investment,and a development foundation for the continuous enhancement of regional economic strength.Secondly,by analyzing the financial situation,investment situation,resource capacity and core competitiveness of JT Investment Company,the internal factor evaluation matrix is constructed,and it is clear that JT Investment Company has certain advantages in technical resources and asset resources in the field of transportation and engineering consulting,has strong resource integration and management capabilities,and has project resource advantages,and should make full use of its own advantages.Finally,the SWOT matrix analysis is used to obtain four alternative strategies of JT investment company,and through QSPM matrix analysis,the most attractive strategy for JT investment company is selected as the growth strategy,and the strategic positioning and goals are determined on this basis,and the overall development strategy combining growth strategy and diversification strategy is proposed,and the four major business sectors of transportation resource development,engineering construction services,urban comprehensive development and modern industrial investment are laid out,and the competitive strategy combining centralization and differentiation is proposed.Then,focusing on the development strategy,the corresponding strategic implementation measures are formulated from the business level and functional level,and the safeguard measures for the effective implementation of the development strategy are put forward to improve the strategic leadership mechanism,implementation mechanism and adjustment mechanism.It provides reference for the formulation of the development strategy of JT Investment Company,so as to optimize the company’s structure,improve profitability,promote its growth into a professional investment platform,and realize the company’s rapid,healthy and sustainable development.更多还原
