【摘要】 农业作为我国基层产业结构的重要组成部分,其在生产过程中“高消耗、高投入、低效率”的特点致使农业经济效益与既定发展目标之间的差距不断加大,若不采取相应措施,不仅将导致生态环境的持续恶化,还将对农业可持续发展构成严重威胁。为解决上述问题,党的十九大报告提出了乡村振兴战略。在推进乡村振兴战略过程中,为切实提升政策实施效能,农民专业合作社成为了促进农业健康发展的重要媒介,合作社的功能逐渐完善,享有的政策优惠也不断增加,各个利益相关方都在积极建立、利用和发展合作社这个平台,但同时合作社在发展过程中又暴露出种种问题,所以农民专业合作社的可持续发展研究显得尤为重要。近年来,贵溪市农民专业合作社的发展水平与规模得到了明显的提升,对贵溪市农民专业合作社进行可持续发展评价并提出相关的意见建议,不但为贵溪市农民专业合作社的发展提供了重要实践指引,同时也为全国其他地区推进农民专业合作社的可持续发展提供了可借鉴的经验范式。本文结构共包含七个部分:首先是绪论部分,主要内容为介绍贵溪市农民专业合作社可持续发展的现实背景、目的与意义,梳理国内外学者研究进展,明确后续的研究内容和方法。第二部分是明晰农民专业合作社和可持续发展的概念,对合作经济理论、可持续发展理论、资源基础理论进行阐述,为合作社可持续发展提供理论支撑。第三部分是贵溪市农民专业合作社发展现状,主要从贵溪市农业发展情况,合作社发展现状以及发展成效几个方面描述。第四部分是贵溪市农民专业合作社可持续发展评价,在这一部分基于相关学者的研究经验,构建了包含外部环境、组织能力、运行规范、社会影响,经济基础五部分组成的可持续发展评价体系并使用因子分析法对样本数据进行实证研究。第五部分是选取“金土地蔬菜种植专业合作社”作为典型案例进行深入剖析。第六部分是贵溪市农民专业合作社可持续发展对策建议。第七部分是结论与展望。本文在总结国内外学者研究成果的基础上对贵溪市农民专业合作社发展现状进行实地调查,为保证数据的完整性最终保留下47家样本合作社,构建了贵溪市农民专业合作社可持续发展评价指标体系,运用因子分析法对这47家合作社的可持续发展情况进行了实证研究。通过对评价结果进行综合对比分析,发现合作社总体可持续发展水平不高,大部分合作社存在综合实力不强、经济效益增长减缓,依赖传统发展模式,运营管理过于松散,乃至涉及到利益分配的问题,缺乏稳定的可持续发展机制。具体表现为五个评价指标之间各合作社的发展存在一定差异,合作社在组织带动与经济基础方面表现较好,但在外部环境、运营规范以及社会影响方面表现相对较弱,其中综合排名水平最高的是金土地蔬菜种植专业合作社。从合作社产业类型的角度分析,不同产业类型合作社之间也存在可持续发展进度不一致的问题。所以在推动贵溪市农民专业合作社协同发展的基础上,结合典型案例剖析的经验总结,提出建立合作社产业联合体、推动合作社品牌化建设、巩固合作社与农户的利益联结、加强合作社管理运行规范、发挥政府支持作用的意见和建议。更多还原

【Abstract】 Agriculture is an important part of China’s grass-roots industrial structure,and its production process,characterized by“high consumption,high input and low efficiency”,has led to a widening gap between the economic benefits of agriculture and the expected economic goals.In the long run,while destroying the surrounding ecological environment,it is also detrimental to the sustainable and healthy development of agriculture.In order to fundamentally solve the above problems,the 19th CPC National Congress Report clearly put forward the strategy of rural revitalization.In the execution of the Rural Revitalization Scheme,in ensuring that the benefits of its implementation are fully maximized,farmers’professional cooperatives have become an important medium for promoting the healthy development of agriculture,and the functions of cooperatives have gradually increased,the policy benefits they enjoy have also increased,and various stakeholders have actively established,utilized and developed cooperatives as a platform.At the same time,however,cooperatives have revealed various problems in their development.As a result,it is particularly important to conduct research on the sustainable development of specialized farmers’cooperatives.The management of farmers’professional cooperatives in Guixi City has markedly raised its level of development and scale in a number of ways in recent years.Appraisal of the Sustainability of Farmers’Specialized Cooperatives in Guixi City and putting forward relevant opinions and suggestions are not only of great significance for farmers’professional cooperatives in Guixi City,but also of guiding significance for the promotion of the sustainable development of farmers’professional cooperatives in other regions.The structure of this paper contains seven parts:Part one is the introductory part,which mainly presents the setting,objective and implications of the scientific analysis on the sustainable development of farmers’cooperatives in Guixi city,combs through the research progress of scholars at home and abroad,and clarifies the content and methods of the subsequent research.The second section is to crystallize the perceptions of farmers’cooperatives and sustainable development,and explained the theory of peasant cooperatives,such as the theory of the cooperative economy,sustainable development theory,and resource base theory.The third section is an introduction to the general aspects of the development of farmers’professional cooperatives in Guixi City,which mainly describes the agricultural development of Guixi City,the current situation of cooperative development,and the development effectiveness in several aspects.The fourth component is an analysis of the evaluation of the sustainable development of peasant cooperatives in Guixi City.In this part,based on the research experience of related scholars,we use factor analysis to construct a sustainable development evaluation system that includes external environment,organizational capacity,operational norms,social impact,and economic foundation,and analyze the evaluation results in depth.The fifth part analyze the“Golden Land Vegetable and proposals to the sustainable future of peasant professional cooperatives in Guixi City.Planting Specialized Cooperative”as a typical case.The part six is the proposal of countermeasures for the cooperative society’s renewable development in Guixi City.The seventh part is the conclusion and outlook.This paper summarizes the research results of scholars at home and abroad on the basis of the development of Guixi City farmers’professional cooperatives on the basis of field surveys,in order to ensure the completeness of the data and ultimately retained 47sample farmers’professional cooperatives,constructed the Guixi City farmers’professional cooperatives sustainable development evaluation index system,and the use of factor analysis method of the 47 farmers’professional cooperatives of the sustainable development of empirical research.Through a comprehensive comparative analysis of the evaluation results,it is found that the overall sustainable development level of farmers’professional cooperatives in Guixi City is not high,and most of the cooperatives have the problems of weak comprehensive strength,slowing down of economic benefit growth,relying on the traditional development mode,too loose operation and management,and even involving the distribution of benefits,and lack of a stable sustainable development mechanism.Specifically,there are certain differences in the development of cooperatives among the five evaluation indexes,with cooperatives performing better in organization-driven and economic foundation,but relatively weaker in external environment,operation norms,and social influence,and the highest comprehensive ranking is Guixi City Golden Land Vegetable Planting Specialized Cooperative.Analyzing from the perspective of cooperative industry types,there is also the problem of inconsistent progress of sustainable development among cooperatives of different industry types.Therefore,on the basis of promoting the synergistic development of farmers’professional cooperatives in Guixi City,combined with the experience summarized from the dissection of typical cases,it puts forward the opinions and suggestions on establishing cooperative industrial consortiums,promoting the brand building of cooperatives,consolidating the benefit linkage between cooperatives and farmers,strengthening the management and operation standardization of cooperatives,and playing a role in the support of the government.更多还原
