【摘要】 随着城市管理数字化转型进程的推进,数字平台在城市管理中的作用日益增强,逐渐从单纯的技术工具转变为重塑城市管理模式的关键变量。本文通过深入探讨Y县综合行政执法局在2020至2024年期间的数字化转型实践,运用街头官僚理论和平台治理理论进行分析,揭示数字平台对街头官僚的执法行为造成的影响以及其背后的作用机制。文章在对该领域相关的既往研究进行了梳理和对相关概念进行概念界定的基础上,通过参与式观察和半结构化访谈等方法收集一手数据,使用主题分析法对这些数据进行了细致的分析,发现数字平台对街头官僚执法行为的影响主要体现在对自由裁量权的影响、对责任机制的影响、对工作流程的影响以及对公众关系的影响四个方面。针对数字平台对街头官僚执法行为影响的影响机制,本文进行了分析,主要包括数据驱动的执法决策影响自由裁量、技术支持下的效率提升改变执法方式、信息过载下的决策压力影响执法效能、执法过程的可视化增加了执法透明度、公众参与问责机制等五方面。在数字平台与街头官僚执法的协同优化方面,本文从住建部推行的数字化城市管理模式出发,从五个方面进行协同优化,包括建立高位监督机制、建立健全考评机制;构建完备的横向部门协同体系;引进专业人才、加强技能培训;提升底层能力、优化操作界面、提升操作体验;做好预算保障、合理规划实施,以让数字平台更好地与街头官僚执法行为优化协同。数字平台与街头官僚的互相调适是技术重塑下的效率革命与治理张力,构建人机协同的包容性治理新生态有助于数字平台更好地赋能城市管理。更多还原

【Abstract】 With the advancement of the digital transformation of urban management,the role of digital platforms in urban governance is increasingly prominent,gradually evolving from a mere technical tool to a key variable in reshaping urban management models.This paper delves into the digital transformation practice of the Y County Comprehensive Administrative Law Enforcement Bureau from 2020 to 2024,employing street-level bureaucracy theory and platform governance theory for analysis.It reveals the impact of digital platforms on the law enforcement behavior of street-level bureaucrats and the underlying mechanisms at play.Based on a review of previous research in this field and the definition of relevant concepts,the paper collects primary data through methods such as participant observation and semi-structured interviews,and uses thematic analysis to meticulously analyze these data.It finds that the impact of digital platforms on the law enforcement behavior of street-level bureaucrats is mainly reflected in four aspects:the influence on discretionary power,the influence on the responsibility mechanism,the influence on work processes,and the influence on public relations.Regarding the mechanism of the impact of digital platforms on the law enforcement behavior of street-level bureaucrats,this paper conducts a analysis,mainly including five aspects:data-driven law enforcement decisions affecting discretionary power,efficiency improvements supported by technology changing law enforcement methods,decision-making pressure under information overload affecting law enforcement effectiveness,visualization of the law enforcement process increasing law enforcement transparency,and public participation in accountability mechanisms.In terms of the collaborative optimization of digital platforms and street bureaucratic law enforcement,this paper starts from the digital urban management model promoted by the Ministry of Housing and Urban-Rural Development and conducts collaborative optimization in five aspects,including establishing a high-level supervision mechanism and establishing and improving the assessment mechanism;Build a complete horizontal departmental collaboration system;Introduce professional talents and strengthen skills training;Enhance the underlying capabilities,optimize the operation interface and improve the operation experience;Ensure adequate budget support and reasonable planning and implementation to enable digital platforms to better optimize and coordinate with the law enforcement actions of street bureaucrats.The mutual adaptation between digital platforms and street bureaucrats represents an efficiency revolution and governance tension under technological reshaping.Building a new inclusive governance ecosystem featuring human-machine collaboration helps digital platforms better empower urban management.更多还原
