【摘要】 当前,全球数字经济加速发展和产业转型升级深入推进,作为战略性新兴产业不可或缺的构成要素,新一代信息技术产业发挥着重要作用,以其创新性活跃、带动性强、渗透性广等特点,成为各地培育新质生产力、抢占发展制高点的关键领域。新一代信息技术产业的创新提升,既能够推动经济发展、助力科技创新,更能提升社会治理水平,改善人民生活品质,在驱动经济高质量发展进程中具有深远的战略价值。作为山东省典型的老工业城市,淄博市正面临转型升级的关键机遇期,如何把握新一代信息技术革命的历史机遇,通过优化淄博市新一代信息技术产业链招商引资路径,加速传统产业转型与新兴产业培育,实现新旧动能转换,已成为淄博市推动经济高质量发展的核心命题。本文以协同治理理论、波特钻石模型理论、产业集聚理论为基础,结合招商引资工作实践,采用问卷调查法和访谈法等研究方法,对淄博市新一代信息技术产业链发展的基本情况、新一代信息技术产业链招商引资工作现状进行分析,并对当前淄博市新一代信息技术产业链招商引资存在的问题和原因进行了剖析,聚焦淄博市新一代信息技术产业链,深度挖掘招商引资创新思路与突破口,提出兼具科学性与实践价值的对策方案与发展建议。尽管淄博市目前正在推行新一代信息技术产业链“链长制”,大力推动新一代信息技术产业链招商引资,依然存在产业链招商规划科学性不足、政府招商引资条块协同失灵、产业政策与新一代信息技术产业发展需求的适配性低、产业链招商引资效能不足等问题,原因为基础设施和要素供给存在短板、招商引资市场化驱动不足、产业集聚效应弱、政府对企业创新支持不够和政府在产业链招商引资中职能定位不清晰,下一步建议构建新一代信息技术产业链招商引资动态优化体系、实现新一代信息技术产业链招商引资的突破与革新、强化新一代信息技术产业链招商引资政策赋能和营造新一代信息技术产业链招商引资营商环境,进一步发挥政府在新一代信息技术产业链招商引资中的作用,提升淄博市新一代信息技术产业竞争优势。更多还原

【Abstract】 At present,the global digital economy is developing rapidly and the industrial transformation and upgrading is deepening.The new generation of information technology(NGIT)industry,as an important part of strategic emerging industries,with its active innovation,strong driving force,wide penetration and other characteristics,has become a key field for fostering new quality productivity and seizing the commanding heights of development.The innovation and upgrading development of a NGIT industry will not only promote economic development and boost technological innovation,but also enhance the level of social governance and improve the quality of people’s lives,and it has far-reaching strategic value in driving the process of high-quality economic development.As a typical old industrial city in Shandong Province,Zibo is facing a key period of transformation and upgrading.How to grasp the historical opportunity of the NGIT revolution,accelerate the transformation of traditional industries and the cultivation of emerging industries by optimizing the investment path of Zibo’s NGIT industry chain,and realize the transformation between old and new driving forces has become the core proposition of Zibo to promote high-quality economic development.Based on collaborative governance theory,Porter’s diamond model theory and industrial agglomeration theory,combined with investment promotion practice,this paper adopts research methods such as questionnaire survey and interview to analyze the basic situation of the development of the NGIT industry chain in Zibo City and the current situation of investment promotion and introduction of the new generation of information technology industry chain.The paper analyzes the existing problems and reasons of investment promotion of the NGIT industry chain in Zibo City,explores the new ideas and breakthrough points of investment promotion of the new generation of information technology industry chain in Zibo City,and puts forward scientific and feasible countermeasures and suggestions on how to optimize the path of investment promotion of the industrial chain in Zibo City.Although Zibo City is currently implementing the "chain chief system" of the NGIT industry chain and vigorously promoting investment promotion of the NGIT industry chain,there are still problems such as insufficient scientific investment planning of the industrial chain,failure of coordination between different administrative departments in the government investment promotion,low adaptability of industrial policy and the development demands of the NGIT industry,and insufficient effectiveness of investment promotion for industrial chain.The reasons are shortcomings in the supply of infrastructure and factors,insufficient market-oriented drive for investment attraction,weak industrial agglomeration effect,insufficient government support for enterprise innovation,and unclear functional positioning of the government in investment attraction in the industrial chain.In the future,we should build a dynamic optimization system for investment promotion in the new generation information technology industry chain,so as to achieve breakthroughs and innovations in investment promotion for the new generation information technology industry chain,strengthen the empowerment of the investment promotion policy of the new generation of information technology industry chain and create a business environment for investment promotion of the new generation of information technology industry chain,further and fully play the role of the government in the investment promotion of the NGIT industry chain,so as to enhance competitive advantage of NGIT industry of Zibo.更多还原
