【摘要】 党和国家高度重视基层治理。在快速城市化进程中,城市规模不断扩张,人口流动持续加剧,居民需求日益多元,城市社区面临着前所未有的治理挑战。为了有效应对挑战,提升社会治理效能,全国多地开始探索社区网格化治理模式。该模式通过将社区划分为若干网格,整合资源、明确职责、精准服务,有效破解了基层治理困境,提升了基层治理效能。近几年来,郑州党建引领网格化治理在提升治理效能、优化公共服务、助力经济发展等方面取得了显著成效,有力推动了郑州社会治理体系和治理能力现代化。文章主要从以下几个方面开展研究。首先,运用文献分析法对学术界关于社区网格化治理的现有研究成果进行全面梳理和总结,旨在掌握我国城市社区网格化治理的研究现状,为文章后续研究奠定坚实的理论基础。紧接着,对文章涉及到的相关概念进行了梳理和界定,并对精细化管理理论和社区治理理论进行了简要剖析,旨在为后文研究提供理论支撑。接着,聚焦郑州市F街道网格化治理实践案例,依据实地调研和相关政策指导设计了调查问卷并面向社区居民发放,在确保调查问卷所得数据真实性和有效性的基础上,从社区居民对网格化治理的认知、对社区网格工作队伍的评价、对信息化平台的使用及对网格化治理的参与四个层面对F街道社区网格化治理现状进行详细分析。进一步地,文章结合专家访谈,并在精细化管理理论和社区治理理论框架指导下,从主体参与、资源投入、技术赋能、机制保障四个维度全面总结F街道网格化治理推进过程中现存的问题及挑战,并深入剖析原因,为优化建议的提出提供现实依据和启示。最后,文章结合F街道社区网格化治理的现状,在精细化管理理论和社区治理理论共同指导下,针对当前存在的问题提出了优化路径,即协调社区网格化治理的多元参与主体、优化社区网格化治理的资源保障体系、强化社区网格化治理的技术体系支撑、完善社区网格化治理的整体机制规划,既为F街道网格化治理水平的提升提供策略支持,也为其他存在相似问题的地区提供思路借鉴。更多还原

【Abstract】 The Communist Party of China and the Chinese government have attached unprecedented importance to grassroots governance.In the process of rapid urbanization,the size of cities continues to expand,population mobility continues to intensify,and residents’ demands are becoming increasingly diverse.Urban community governance is facing unprecedented challenges.In order to effectively address challenges and enhance community governance efficiency,many parts of the country have begun to explore community grid governance models.This model divides the community into several grids,integrates resources,clarifies responsibilities,and provides precise services,effectively solving the difficulties of grassroots governance and improving the efficiency of grassroots governance.In recent years,Zhengzhou’s party building has led grid governance and achieved significant results in improving governance efficiency,optimizing public services,and supporting economic development,effectively promoting the modernization of Zhengzhou’s social governance system and governance capacity.The article mainly conducts research from the following aspects.Firstly,the literature analysis method is used to comprehensively review and summarize the existing research results in the field of community grid governance in academia,aiming to grasp the current research status of grid governance in urban communities in China and lay a solid theoretical foundation for subsequent research in the article.Subsequently,the relevant concepts involved in the article were sorted out and defined,and a brief analysis was conducted on the theories of refined management and community governance,aiming to provide theoretical support for the subsequent research.Next,focusing on the practical case of grid governance in F Street,Zhengzhou City,a survey questionnaire was designed and distributed to community residents based on field research and relevant policy guidance.On the basis of ensuring the authenticity and effectiveness of the data obtained from the survey questionnaire,a detailed analysis of the current situation of grid governance in F Street community was conducted from four aspects:community residents’understanding of grid governance,evaluation of the community grid work team,use of information platforms,and participation in grid governance.Furthermore,the article combines expert interviews and,under the guidance of refined management theory and community governance theory framework,comprehensively summarizes the existing problems and challenges in the process of promoting grid governance in F Street from four dimensions:subject participation,resource investment,technological empowerment,and mechanism guarantee,and deeply analyzes the reasons,providing practical basis and inspiration for proposing optimization suggestions.Finally,the article combines the current situation of grid governance in F Street community and proposes optimization paths for the existing problems under the guidance of refined management theory and community governance theory.These paths include coordinating the diverse participants in community grid governance,optimizing the resource guarantee system of community grid governance,strengthening the technical system support for community grid governance,and improving the overall mechanism planning of community grid governance.This not only provides strategic support for improving the level of grid governance in F Street,but also provides ideas and references for other areas with similar problems.更多还原
