【摘要】 随着人类社会完成工业化和电气化革命,越来越多的机械设备、电气设备进入到人们生活的眼帘。电梯就是在这种背景下被发明出来的特殊机电设备。电梯以其独特的便捷性和实用性,迅速融入到人类现代社会的发展中。我国人口众多,城市化率节节攀升。但与此同时,电梯事故的发生率也水涨船高,其合理监管必须得到足够的重视。哈尔滨市作为全国电梯普及较早的城市之一,电梯监管策略和手段却始终落后于发达地区,如何改进当前的电梯监管机制,解决当前电梯监管过程中存在的问题是哈尔滨市电梯监管工作迫切需要解决的问题。本文以协同治理理论和新公共服务理论为基础,针对哈尔滨市公共电梯监管机制为研究对象,利用公共管理的知识对其进行分析。首先对研究目的和意义进行了阐述,对国内外关于公共电梯监管的文献做出了归纳和整理。其次,采用实证调查法调查了哈尔滨电梯监管工作当前的现状,包括电梯监管法律法规现状、监管体系与人员现状、监管机制现状。从联合监督执法机制、市场准入退出机制、应急处理机制三个方面对电梯监管机制存在的问题进行了深入的分析。将监管机制现存问题按不同层级因素确定其成因,并根据相关理论及监管机制现状,给出相应的优化策略。最后根据优化策略、国内外成功案例及相关理论,给出了哈尔滨公共电梯监管机制优化的具体落地措施更多还原

【Abstract】 With the completion of industrialization and electrification revolution of human society,more and more mechanical equipment,electrical equipment into people’s lives.Elevator is a special electromechanical device invented in this context.Elevator with its unique convenience and practicality,quickly into the development of modern society.Our country has a large population,urbanization rate has been climbing gradually.By the end of 2021,China had registered 8.7998 million elevators nationwide,ranking first in the world.As the number of elevators climbed,so did the incidence of elevator accidents.Elevators are especially scary when accidents happen because of their confined space design.In order to avoid the elevator becoming a man-eating trap,the reasonable supervision of the elevator must be paid enough attention.As one of the cities with earlier elevator popularization in China,the incidence of elevator accidents in Harbin has been rising gradually with the passage of time.In addition,the elevator supervision strategy and means in Harbin City lag behind the developed areas.How to improve the current elevator supervision mechanism and solve the problems existing in the current elevator supervision process is an urgent problem to be solved in the elevator supervision work in Harbin city.This paper takes the supervision mechanism of public elevators in Harbin as the research object and analyzes it with the knowledge of public management.Firstly,the purpose and significance of the research on the elevator supervision mechanism in Harbin are described,and the literature analysis method is used to summarize and sort out the domestic and foreign literatures on elevator supervision.Secondly,the empirical investigation method is used to investigate the current status and achievements of Harbin elevator supervision work,including elevator overview,regulatory departments,regulatory system,regulatory mechanism,regulatory regulations and so on.Then it analyzes the existing problems,including elevator installation problems,elevator detection problems,property management problems,elevator maintenance problems.The reason lies in the unitary subject of government supervision,the imperfection of government supervision system and the backwardness of government supervision technology.Thirdly,according to the causes of the problem,the strengthening strategy is put forward,and the specific improvement measures are given from the causes of the above three problems.Combined with the case study method and comparative analysis method,the supervision experience and supervision technology of advanced regions in China are reviewed,and the enlightenment of the supervision experience of advanced regions to Harbin elevator supervision is analyzed,and the feasibility of the improvement scheme is proved.Finally,combining with the problem analysis and optimization strategy,it gives the safeguard measures to strengthen the implementation of Harbin public elevator supervision mechanism.To strengthen the government supervision measures to establish a correct ideological guidance,clear elevator supervision responsibility system,the introduction of a new elevator technology and other three means,favorable to ensure the feasibility of the implementation of the improvement strategy.更多还原
