【摘要】 高校债务是影响宏观经济稳定与公众预期的重要因素,高校债务规模超出规定比例,会给经济发展带来一定风险隐患。本文紧扣习近平总书记交给内蒙古自治区的“五大任务”,聚焦筑牢祖国北疆安全稳定屏障,防范化解重大经济风险,从审计部门视角出发探索优化内蒙古自治区直属高校债务管理的实现路径。论文通过提出直属高校债务管理问题相关的概念及理论,从内蒙古自治区这一特定区域的直属高校债务管理现状入手,论述了目前自治区直属高校在债务管理方面的一些基本情况,债务管理采取的措施及所取得的成效。通过深入剖析直属高校在管理方面依然存在的问题及原因,在借鉴国内部分地区相关经验的基础上,提出符合内蒙古自治区实际情况的债务管理对策建议。本文通过文献研究法,对于国内外相关债务、债务管理、高校债务等概念及相关的债务管理理论进行了收集整理,奠定了本文的理论基础;通过比较分析法将自治区直属高校债务的指标情况进行对比,得出了更为浅显的事实依据,为论文提供了数据支撑;通过深度访谈法,从现实角度佐证论文结论,从现实意义上更加贴合论文所处的特定区域,特殊群体,从而得出具有现实参考性的公共管理建议。更多还原

【Abstract】 University debt is an important factor that affects macroeconomic stability and public expectations.If the scale of university debt exceeds the prescribed proportion,it will bring certain risks and hidden dangers to economic development.The paper proposes concepts and theories related to debt management in directly affiliated universities,starting from the current situation of debt management in directly affiliated universities in Inner Mongolia Autonomous Region.It discusses some basic situations of debt management in directly affiliated universities in the region,the measures taken in debt management,and the results achieved.By deeply analyzing the existing problems and reasons in the management of directly affiliated universities,and drawing on relevant experiences in some regions in China,this paper proposes debt management countermeasures and suggestions that are in line with the actual situation of Inner Mongolia Autonomous Region.This article collects and organizes relevant concepts and theories on debt,debt management,university debt,and debt management both domestically and internationally through literature research,laying the theoretical foundation for this article;By comparing the indicators of debt of directly affiliated universities in the autonomous region through comparative analysis,a more basic factual basis was obtained,providing data support for the paper;Through in-depth interviews,the conclusions of the paper are supported from a practical perspective,which is more in line with the specific region and group in which the paper is located in a practical sense,in order to draw public management recommendations with practical reference.更多还原
