【摘要】 农村宅基地是农民生产生活的重要场所,对农民具有物质层面和精神层面的双重保障作用,宅基地的闲置阻碍农村的发展,成为当前亟需解决的问题之一。盘活利用农村闲置宅基地有利于促进农村土地资源优化利用、促进乡村规划建设、增加农民福祉。龙门县隶属于广东省惠州市,2020年经批复同意成为全国宅基地制度改革试点地,为了解龙门县农村闲置宅基地盘活利用情况,掌握农村居民闲置宅基地盘活利用意愿,分析闲置宅基地盘活利用路径,本文在查阅相关文献的基础上,通过实地调研的方式获取龙门县闲置宅基地盘活利用信息,运用二元Logistic回归分析方法对龙门县农村居民闲置宅基地盘活利用意愿及影响因素进行分析。宅基地制度改革试点下,龙门县结合实际情况探索了一系列具有可行性的农村闲置宅基地盘活利用模式,并取得了良好成效。实地调研发现,龙门县闲置宅基地盘活利用仍然存在土地性质划分模糊、申请审批繁杂、部门衔接困难、集体资产匮乏等问题,农村居民对闲置宅基地的盘活利用意愿也因此受到影响,农村闲置宅基地腾退缓慢。经检验分析,“宅基地位置”、“居住天数”、“家庭人数”、“退出补偿”、“退出制约”等5项因素对农村居民闲置宅基地盘活利用意愿产生显著的正向影响关系,“外出人数”、“闲置改造程度”等2项因素对闲置宅基地盘活利用产生显著的负向影响关系。针对当前龙门县闲置宅基地盘活利用存在的问题,结合农村居民闲置宅基地盘活利用意愿展开影响因素分析,提出系列盘活利用建议,主要包括:首先,在国家“三权分置”制度框架下,明晰土地划分性质,厘清宅基地权能归属,激发农民闲置宅基地盘活利用意愿。其次,打破部门壁垒,实现宅基地协同管理,提升闲置宅基地盘活利用效率。再次,建立闲置宅基地盘活利用服务平台,利用市场机制配置资源,拓宽闲置宅基地盘活利用路径。最后,既要发展壮大区域产业经济,强化闲置盘活利用资金支持,也要不断完善宅基地管理体制机制,巩固闲置盘活利用成效。更多还原

【Abstract】 Rural residential bases are important places for farmers’production and life,and they have a dual role in guaranteeing farmers’material and spiritual aspects.The idle residential bases hinder the development of rural areas and become one of the problems that need to be solved urgently at present.The use of unused residential bases in rural areas is conducive to promoting the optimal use of rural land resources,rural planning and construction,and increasing the well-being of farmers.Longmen County,which belongs to Huizhou City,Guangdong Province,was approved to be a pilot site for the reform of the national residential base system in 2020.In order to understand the revitalization and utilization of idle residential bases in Longmen County,to grasp the willingness of rural residents to revitalize and utilize idle residential bases,and to analyze the path of revitalizing and utilizing idle residential bases,this thesis obtains information on the revitalization and utilization of idle residential bases in Longmen County through field research on the basis of reviewing relevant literature.The binary logistic regression analysis is applied to analyze the willingness of rural residents in Longmen County to revitalize and utilize idle house bases and the influencing factors.Under the pilot project of residential base system reform,Longmen County has explored a series of feasible models for revitalizing and utilizing idle residential bases in rural areas,and has achieved good results.Field research found that Longmen County idle home base revitalization utilization still has the problems of vague land nature division,complicated application and approval,difficult departmental connection,lack of collective assets,etc.Rural residents’willingness to revitalize and utilize idle home bases is thus affected,and the vacating of idle home bases in rural areas is slow.After testing and analyzing,"location of house bases","number of days of residence","number of family members","compensation for withdrawal"and"exit constraint"have a significant positive influence on the willingness of rural residents to revitalize and utilize idle house bases,and two factors,"number of people going out"and"degree of idle transformation",have a significant positive influence on the willingness of rural residents to revitalize and utilize idle house bases.The factors of"number of people going out"and"degree of idle transformation"have a significant negative influence on the utilization of idle house bases.In view of the current problems in the utilization of idle house bases in Longmen County,we analyze the influencing factors in combination with the willingness of rural residents to utilize idle house bases,and put forward a series of recommendations on the utilization of idle house bases,mainly including:firstly,under the framework of the national system of"separation of three rights",clarifying the nature of land division,clarifying the ownership of house bases,and stimulating farmers to Firstly,under the framework of the national"three rights"system,clarify the nature of land division,clarify the ownership of residential land,and stimulate farmers’willingness to revitalize and utilize idle residential land.Secondly,break the departmental barriers,realize the cooperative management of residential bases,and improve the efficiency of revitalizing and utilizing idle residential bases.Once again,establish a service platform for the revitalization and utilization of idle residential bases,use market mechanism to allocate resources and broaden the path of revitalization and utilization of idle residential bases.Finally,it is necessary to develop and strengthen the regional industrial economy,strengthen the financial support for the utilization of idle inventory,and also constantly improve the institutional mechanism for the management of residential bases,so as to consolidate the effectiveness of the utilization of idle inventory.更多还原
