【摘要】 风险社会的到来使得安全问题伴随着发展而出现,防范化解重大社会风险是推进国家治理体系和治理能力现代化的迫切要求,也已经被视为未来五年中国经济和社会发展的首要目标。边境地区相比其他地区地理位置特殊、自然环境较差、经济欠发达、医疗资源匮乏、民族宗教复杂,多年频繁出现社会安全事件,给边境地区的安全和稳定带来极大影响,防范控制边境地区社会风险是整个边境治理工作的重中之重。如何有效提升边境基层社会治理能力、高效防控边境地区社会风险、进一步提升边境地区社会风险防控政策内容是当前边境地区面临的首要任务,是边境治理的重要内容,更是推进边疆治理体系与治理能力现代化的重要任务。公共政策作为政府风险治理的重要手段,在防范控制社会风险方面具有规模效应,当前边境地区社会风险防控具有较大的局限性,这要求政府从政策层面去深究,具有重大的理论意义和现实意义。本文以风险治理理论和公共政策理论为基础,系统梳理国内外关于社会风险防控政策研究的成果,并在此基础上将公共政策理论与风险治理理论相结合,提出风险政策分析框架,将其作为本文研究的理论依据和研究思路。本文主要有四个部分:首先,分析了当前边境地区社会风险的类型、表现、特点及其防控政策优化意义。其次,在社会风险防控政策的文本分析基础上探究边境地区社会风险防控在政策形式、政策类型、政策范围和政策认同度等方面存在的局限性。再次,从政策主体、政策客体、政策目标和价值理念四个因素深究社会风险防控政策存在局限性的根源。最后,提出边境地区社会风险防控政策的优化路径,即创新政策理念、明确政策目标、构建多元政策主体、加强政策创新、完善配套服务。更多还原

【Abstract】 The arrival of risk society makes security problems appear with development,and preventing and resolving major risks has become an important part of China’s modernization of national governance system and governance capacity,and has also been regarded as an important task for China’s economic and social development in the next five years.Compared with other regions,border areas have special geographical location,poor natural environment,underdeveloped economy,lack of medical resources,and complex ethnic and religious issues.In recent years,social security incidents have occurred constantly,bringing great impact on the security and stability of border areas.Preventing and controlling social risks in border areas is the top priority of border governance.It has become an important task to promote the modernization of border governance system and capacity to effectively improve the social governance capacity at the grassroots level,effectively prevent and control social risks in border areas,and optimize the policy system of social risk prevention and control in border areas.As an important means of government risk management,public policy has scale effect in preventing and controlling social risks.Therefore,it is of great theoretical and practical significance to explore the limitations and optimization paths of social risk prevention and control in border areas from the policy level.Based on the theory of risk governance and public policy,this paper combines the theory of public policy with the theory of risk governance on the basis of sorting out and summarizing the research achievements of social risk prevention and control policies at home and abroad,and puts forward the risk policy analysis framework,which is taken as the theoretical basis and research idea of this paper.Firstly,the types,manifestations,characteristics and optimization significance of prevention and control policies of social risks in current border areas are analyzed.Secondly,based on the text analysis of social risk prevention and control policies,the paper explores the limitations of social risk prevention and control in border areas in terms of policy form,type,scope and policy recognition.Thirdly,from the four factors of policy subject,policy object,policy goal and value concept,the root of the limitation of social risk prevention and control policy is studied deeply.Finally,it puts forward the optimization path of social risk prevention and control policy in border areas,that is,innovate policy ideas,clarify policy objectives,construct multiple policy subjects,strengthen policy innovation,and improve supporting services.更多还原
