【摘要】 20世纪90年代起,城投公司是地方政府推动城市基建和经济发展的重要实体。城投公司依靠融资完善了城市基础设施建设,但期间积累了大量债务,若管理不善易引发系统性金融风险。当前,我国经济虽外部压力大、内部困难多,但长期向好趋势未变。产业态势由传统制造业逐渐向高端制造业、智能制造转型升级,数据要素与新质生产力成为经济增长新引擎。2024年财政部相关法规生效,数据要素可转化为表内资产,改善企业融资能力。如今,国家对城投公司融资政策日益趋紧,要求推进其改革转型。城投公司优化融资策略,借数据资产赋能融资,对我国经济高质量发展意义重大,该课题具有丰富研究意义。本论文将江苏省扬州市的K公司作为研究对象,基于企业融资的相关理论,梳理并介绍了数据和数据资产相关理论,结合国内外学者研究成果,运用文献研究法、比较分析法、访谈法、案例分析法,介绍K公司的基本情况、融资现状、融资需求,对K公司的资产负债情况、现金流情况、偿债能力情况进行分析,找出存在的问题并且分析成因,介绍数据资产入表对于K公司融资策略的影响及典型案例分享。最后给出在数据资产入表背景下K公司融资策略优化具体方案和措施保障。本论文提出K公司在数据资产入表背景下进行融资策略优化需要盘点清理存量资产,确保数据资产入表以优化报表结构、提升融资能力,调整股权并购思路,培育数据资产SPV,扩展融资渠道并创新融资方式。此外,提出K公司融资策略优化保障措施,要健全现代企业制度,推动业务重构,完善融资管理体系,推进数字化转型,培养专业人才队伍。K公司具备一定典型性,可以给同类企业进行融资优化、转型升级过程中提供一定的参考意义。更多还原

【Abstract】 Since the 1990s,the urban investment company has been an important entity for local governments to promote urban infrastructure and economic development.The urban investment company has improved the urban infrastructure construction by financing,but it has accumulated a large amount of debt during this period.If it is not well managed,it is easy to cause systemic financial risks.At present,although Chinese economy is under great external pressure and has many internal difficulties,the long-term positive trend remains unchanged.The industrial situation has gradually transformed and upgraded from traditional manufacturing to high-end manufacturing and intelligent manufacturing.Data elements and new quality productivity have become the new engine of economic growth.In 2024,the relevant regulations of the Ministry of finance came into effect,and the data elements can be transformed into on balance sheet assets to improve the financing ability of enterprises.Nowadays,the financing policy of the state towards the urban investment company is increasingly tight,which requires to promote its reform and transformation.Urban investment companies optimize financing strategies and use data assets to empower financing.It is great significance to the high-quality development of Chinese economy,and this topic has rich research significance.This paper takes the K Company in Yangzhou,Jiangsu Province as the research object,based on the relevant theories of enterprise financing,combs and introduces the relevant theories of data and data assets.Combined with the research results of domestic and foreign scholars,using the methods of literature research,comparative analysis,interviews and case analysis,this paper introduces the basic situation,financing status and financing needs of K company,analyzes the balance sheet,cash flow and solvency of K company,finds out the existing problems and analyzes the causes,and introduces the impact of data assets on the financing strategy of K Company and the sharing of typical cases.Finally,the specific scheme and measures of financing strategy optimization of K Company under the background of data assets entering the table are given.This paper proposes that K company needs to inventory and clear the stock assets to optimize its financing strategy under the background of data assets entering the table,ensure the data assets entering the table to optimize the report structure,improve the financing ability,adjust the thoughts of equity merger and acquisition,cultivate the SPV of data assets,expand the financing channels and innovate the financing methods.In addition,it puts forward the guarantee measures for the optimization of K company’s financing strategy,which should improve the modern enterprise system,promote business restructuring,optimize the financing management system,promote digital transformation,and cultivate a team of professionals.K company has certain typicality,which can provide certain reference significance for similar enterprises in the process of financing optimization,transformation and upgrading under the new situation of economic development.更多还原
