异地基层公务员焦虑情绪的叙事治疗研究
A Case Study of Narrative Therapy on Anxiety of Grass-Roots Civil Servants in Different Places

【摘要】 异地基层公务员是指在非户籍所在地基层政府或公共机构任职的公职人员,他们作为直面群众的服务窗口,在政策落地、执行监督和民生保障等环节中发挥着关键作用。这一群体有显著特征,多数人选择跨地区任职并非出于主观意愿,而是受限于专业对口性、岗位适配度等客观条件。其困境也呈多元化,在工作层面,他们普遍面临任务繁重、资源匮乏、晋升通道狭窄等职业困境;在生活层面,异地文化融入困难、社交圈层受限、家庭角色缺位等问题尤为突出。特别是双职工家庭因长期两地分居导致的赡养老人、子女教育等现实压力,往往引发持续性焦虑情绪。值得关注的是,受传统社会文化对心理问题的认知偏差影响,部分异地基层公务员存在病耻感现象,担忧负面评价和受歧视而讳疾忌医,心理健康状况持续恶化。而叙事疗法在介入公务员焦虑情绪方面具有优势性,叙事谈话只限于两人之间,能更好地保护案主的隐私,该疗法强调问题是独立于人而存在的,人本身不是问题,能够使案主敞开心扉,倾诉内心最真实的故事。当前针对异地基层公务员群体的焦虑情绪研究尚处于起步阶段,社会关注度与政策支持力度均有待提升。运用科学方法开展系统性研究并构建有效的心理干预机制,已成为关乎基层治理效能和公务员队伍稳定的紧迫课题。本研究以D市异地基层公务员群体为研究对象,重点探讨叙事治疗模式在缓解异地基层公务员焦虑情绪中的干预效能。通过自设的《关于基层异地公务员焦虑情绪的调查问卷》,对研究对象进行分层抽样调查,涵盖人口学特征、焦虑水平、服务需求等多个维度,建立基础数据库。依据问题典型性、服务意愿强度及焦虑指数标准分(SAS≥50分),选取具有显著焦虑表征且具有群体代表性的三个个案开展个案服务。采用叙事治疗技术进行定向干预,设置故事讲述、问题外化、改写对话及重塑人生四大治疗模块,记录案例的真实情况、开展过程和介入效果,并对个案进行评估总结。经过深入研究与分析,我们发现社会工作叙事疗法对于缓解异地基层公务员的焦虑情绪具有显著效果,有助于他们改变消极心态,提升抗逆力。这一发现为异地基层公务员心理焦虑的缓解提供了有益的、新颖的理论研究与实践路径。
【Abstract】 Remote grassroots civil servants refer to those who work in grassroots governments or public institutions outside their place of household registration.As the front-line service windows directly facing the public,they play a crucial role in policy implementation,supervision,and ensuring people’s livelihood.This group has distinct characteristics.Most of them choose to work in different regions not out of personal preference but due to objective conditions such as professional matching and job suitability.Their predicaments are diverse.At the work level,they generally face heavy tasks,scarce resources,and narrow promotion channels.At the life level,difficulties in integrating into the local culture,restricted social circles,and absence from family roles are particularly prominent.Especially for dual-income families,the practical pressures such as supporting the elderly and children’s education caused by long-term separation often lead to persistent anxiety.Notably,influenced by traditional social culture’s cognitive bias towards mental health issues,some remote grassroots civil servants have a sense of shame about their conditions,fearing negative evaluations and discrimination,and thus avoid seeking medical help,leading to a continuous deterioration of their mental health.Narrative therapy has advantages in addressing the anxiety of civil servants.The narrative conversation is limited to two people,which can better protect the privacy of the client.This therapy emphasizes that problems exist independently of people,and people themselves are not the problem,enabling clients to let go of their burdens and tell their most genuine stories.Currently,research on the anxiety of remote grassroots civil servants is still in its infancy,and both social attention and policy support need to be enhanced.Conducting systematic research using scientific methods and establishing effective psychological intervention mechanisms have become urgent tasks related to the efficiency of grassroots governance and the stability of the civil servant team.This study takes the group of remote grassroots civil servants in City D as the research object,focusing on exploring the intervention effectiveness of the narrative therapy model in alleviating the anxiety of remote grassroots civil servants.Through a self-designed"Questionnaire on the Anxiety of Grassroots Remote Civil Servants",stratified sampling surveys were conducted on the research subjects,covering multiple dimensions such as demographic characteristics,anxiety levels,and service needs,to establish a basic database.Based on the typicality of the problem,the intensity of service willingness,and the standard score of the anxiety index(SAS≥50 points),three cases with significant anxiety symptoms and representative of the group were selected for case services.Narrative therapy techniques were used for targeted intervention,setting up four treatment modules:story telling,problem externalization,rewriting dialogue,and life reshaping.The real situation of the cases,the intervention process,and the intervention effect were recorded,and the cases were evaluated and summarized.Through in-depth research and analysis,we found that social work narrative therapy has a significant effect on alleviating the anxiety of remote grassroots civil servants,helping them achieve self-help and enhance resilience.This finding provides a beneficial and novel theoretical research and practical path for alleviating the psychological anxiety of remote grassroots civil servants.
