【摘要】 党的二十大报告提到,实现高质量发展,是中国式现代化的本质要求。实现绿色增长是高质量发展的重要内涵,创新是实现绿色增长的关键,是实现发展的第一动力。面对发展带来的环境问题,中国适时提出“碳达峰”和“碳中和”的目标。企业是经济发展中重要的微观主体,需要承担必要的社会责任。利用数字技术,发展数字经济,开展绿色创新活动,进行绿色转型发展。在数字经济蓬勃兴起,绿色发展战略加速演进的当下,政府出台数字经济政策为企业创造更有利的创新环境,助力企业在数字经济领域取得新的突破。中国的产业政策对企业经济及创新活动存在明显影响,政府数字经济政策的提出,引导和鼓励了企业发展数字经济,进行绿色技术研发活动。数字经济蓬勃发展,企业该如何响应数字经济政策,加入数字经济发展队伍,利用数字技术实现创新成为重要的研究问题。本文采用的是2007-2022年地级市政府提出的数字经济政策以及上市公司获得授权的绿色专利数据进行实证分析,证明了宏观数字经济政策对企业绿色创新具有显著的促进作用。另外,为了证明其中的影响路径分析了数字化水平和研发投入在其中发挥的机制作用,以及政府补助发挥的调节作用。实证结果证明了数字经济政策有助于提升数字化水平,增加企业研发投入,进一步有助于增加企业绿色创新产出;并且证明了政府补助在其中发挥了正向的调节作用。同时,对不同行业的企业、不同科技程度、不同地区的企业以及不同所有制企业的异质性进行分组回归,实证表明技术密集型行业、高科技行业、中部地区和非国有制企业的绿色创新活动受到数字经济政策的正向影响更加强烈。经过理论和实证关于我国数字经济政策发展和绿色创新成果的详细分析,这为下一步工作提供了参考。同时,针对不同地区的不同情况需要采取不同的方案与措施,这有助于政府建立合适可行的政策方案。这对引导和鼓励企业进行创新业提高了可操作性,更可能实现可持续发展。因此,本文提出建议:中央及地方政府应意识到数字经济政策对企业绿色创新的正向影响,加大对数字经济的关注,增加相关政策的执行力度,确保政策的实施,实行事后追踪,考察政策效用。同时加大人才引进力度,促进企业人力资本升级,构建创新奖励政策,增加企业进行创新的实力与动力。关注其他地区的数字经济政策,加强与其他地区,尤其是与发达经济体之间的联系,引进先进的数字技术,缩小与发达地区之间的发展差距,加强数字建设。更多还原

【Abstract】 As mentioned in the report of the 20th CPC National Congress,achieving high-quality development is an essential requirement of Chinese-style modernization.Achieving green growth is an important connotation of high-quality development,and innovation is the key to achieving green growth and the first driving force for its realization and development.In the face of environmental problems brought about by development,China has timely put forward the goal of"carbon peak"and"carbon neutrality".As an important micro-subject in economic development,enterprises need to undertake necessary social responsibilities.Use digital technology,develop digital economy,carry out green innovation activities,and carry out green transformation development.At the moment when the digital economy is booming and the green development strategy is accelerating,the government has introduced digital economy policies to create a more favorable innovation environment for enterprises and help enterprises make new breakthroughs in the field of digital economy.China’s industrial policy has a significant impact on enterprise economy and innovation activities.The government’s digital economy policy has guided and encouraged enterprises to develop digital economy and carry out green technology research and development activities.Digital and vigorous development,then how to respond to the digital economy policy,join the digital economy development team,the use of digital technology to achieve innovation has become an important research issue.In this paper,the digital economy policies proposed by prefecture-level city governments from 2007 to 2022 and the data of green patents authorized by listed companies are used for empirical analysis,which proves that macro digital economy policies have a significant role in promoting enterprise green innovation.In addition,in order to prove the influence path,the mechanism role played by digitalization level and R&D investment,as well as the regulatory role played by government subsidies are analyzed.The empirical results prove that the digital economy policy helps to improve the digitalization level,increase the R&D input of enterprises,and further help to increase the output of green innovation of enterprises.And it is proved that the government subsidy plays a positive regulating role in it.In the further analysis,the heterogeneity of enterprises in different industries,different levels of technology,enterprises in different regions and enterprises of different ownership is regression.Empirical results show that the green innovation activities of technology-intensive industries,high-tech industries,central regions and non-state-owned enterprises are more strongly influenced by the digital economy policy.Through theoretical and empirical analysis of China’s digital economic policy development and green innovation results,this provides a reference for the next work.At the same time,different programs and measures should be taken according to different situations in different regions,which helps the government to establish appropriate and feasible policy programs.This will improve the feasibility and operability of guiding and encouraging enterprises to innovate,and make sustainable development more likely.Therefore,this paper puts forward suggestions:the central and local governments should be aware of the positive impact of digital economy policies on enterprises’green innovation,pay more attention to digital economy,increase the implementation of relevant policies,ensure the implementation of policies,implement post-tracking,and examine the effectiveness of policies.At the same time,increase the introduction of talents,promote the upgrading of human capital of enterprises,build innovation incentive policies,and increase the strength and motivation of enterprises to innovate.Pay attention to the digital economy policies of other regions,strengthen ties with other regions,especially with developed economies,introduce advanced digital technologies,narrow the development gap with developed regions,and strengthen digital construction.更多还原
