【摘要】 全过程人民民主这一概念自提出以来就与“治理”二字密不可分,将全过程人民民主融入新农村社区治理现代化的实践中来,是实现治理现代化的需要。在推动基层治理现代化和全面践行乡村振兴国家战略的整体框架下,新农村社区的治理体系构建与模式创新已成为中国基层社会治理革新的核心领域。这一进程不仅对健全和完善基础性治理体系、达成基层治理能力现代化目标具有重要意义,同时对于提升农民的生活满意度与幸福感也至关重要。新农村社区在保持传统农村社区与城市社区部分特质的基础上,展现出独特的过渡性和多元异质性特征。因此,在新农村社区治理实践中,亟需探寻一条能够紧密契合时代发展脉搏和满足人民群众多样化需求的有效治理路径。最近几年,全过程人民民主理念逐渐融入并指导新农村社区的治理实践之中。从全过程人民民主的视角来剖析新农村社区治理中的种种议题,有助于实现真正意义上的以人民为中心的基层民主治理,促进形成政府、社会与群众之间的深度互动与合作机制,从而有力推动构建新时代背景下的新社区治理格局。本文以全过程人民民主为视角对肥西县官亭镇的部分新农村社区治理现状进行实证研究。通过在肥西县官亭镇选取新农村社区居民作为研究对象,采取发放调查问卷及对特定群体进行深度访谈的方式,对该镇社区的治理现状进行了深入探究。一方面,旨在全面梳理和提炼出该新农村社区在治理体系构建与实践过程中的成功经验和显著成效;另一方面,也致力于揭示和剖析其在推进基层治理工作中所面临的困难、挑战以及存在的不足之处。对肥西县官亭镇的新农村社区治理实践进行调查研究发现存在的问题,比如民主管理主体困境、民主参与程度低、民主治理体制不健全、社会力量参与程度低等等,分析其原因包括传统理念的影响、体制机制的不完善和民主治理力量不足等方面,最终根据全过程人民民主的治理逻辑以及现实存在的问题,提出优化路径,包括构建全方位民主治理格局、实现全覆盖民主治理环境、打造全链条民主治理体系等。通过以上几点优化建议为我国新农村社区治理实践提供了一定借鉴。因此,本论文研究对于研究新时代新农村社区治理民主化具有重要意义。更多还原

【Abstract】 The concept of Whole-process People’s Democracy has been inherently intertwined with the notion of"governance"since its inception,and integrating this principle into the practice of modernizing rural community governance is a necessity for achieving governance modernization.Under the comprehensive framework of advancing grassroots governance modernization and fully implementing the national strategy of rural revitalization,the construction and innovation of governance systems and models in new rural communities have become central to China’s reform of grassroots social governance.This process holds significant importance not only for the sound development and modernization of fundamental governance systems,but also for enhancing farmers’satisfaction with life and overall happiness.New rural communities maintain certain characteristics of both traditional rural and urban communities while presenting unique transitional and heterogeneous features.Therefore,there is an urgent need to explore a governance path that closely aligns with the pulse of the times and meets the diverse needs of the populace in the context of new rural community governance.In recent years,the philosophy of Whole-process People’s Democracy has gradually permeated and guided the governance practices within these communities.Analyzing various issues in new rural community governance from the perspective of Whole-process People’s Democracy can facilitate genuine people-centered grassroots democracy,promote the formation of deep interaction and collaborative mechanisms among government,society,and the public,thus effectively driving the establishment of a new governance structure in the era for such communities.This paper empirically examines the current state of governance in some new rural communities in Guanting Town,Feixi County through the lens of Whole-process People’s Democracy.By distributing questionnaires to residents in selected new rural communities in Guanting Town,Feixi County,and conducting in-depth interviews with specific groups,a thorough investigation was conducted on the town’s community governance status.On one hand,the study aimed to systematically summarize the successful experiences and notable achievements in the construction and implementation of the governance system in these new rural communities.On the other hand,it endeavored to uncover the challenges,difficulties,and inadequacies faced in their grassroots governance endeavors.The research findings from the case study in Guanting Town,Feixi County,revealed issues such as the difficulties of democratic management entities,low levels of democratic participation,incomplete democratic governance systems,and insufficient involvement of social forces.The causes of these problems were analyzed to include influences from traditional ideologies,imperfections in institutional mechanisms,and inadequate strength in democratic governance.Ultimately,based on the governance logic of Whole-process People’s Democracy and the existing issues,optimization strategies were proposed,including establishing an all-encompassing democratic governance landscape,realizing a fully-covered democratic governance environment,and creating a full-chain democratic governance system.These recommendations offer valuable references for the practice of new rural community governance in China.Consequently,this research holds considerable significance for studying the democratization of new rural community governance in the new era.更多还原
