【摘要】 中小微企业作为国民经济的中坚力量,不仅在经济增长中扮演着关键角色,还是社会稳定就业的重要载体。C市政府积极响应国家号召,制定并实施一系列旨在扶持中小微企业发展的补贴政策,激发市场活力。但政策执行的过程中往往也面临诸多挑战,政策工具的实施与预期目标的实现之间存在偏差。本研究聚焦于C市A街区中小微企业补贴政策执行过程中各维度下的偏差现象,分析其内生性原因并提出纠偏对策。研究回顾了C市中小微企业的补贴政策的内容及其核心目标,运用文献分析、实地调研等研究方法,聚焦于2022年度房租水电补贴政策的执行实例,深入N区A街一线,从政策本身、执行主体、执行目标群体以及执行环境四个维度,全面剖析了补贴政策执行偏差的具体表现及其成因。在介绍研究背景与研究现状的基础上,以相关概念与理论阐述为基础,介绍了主要研究对象A街在中小微补贴政策执行中的具体情况:在政策文本维度存在制度设计的缺陷;在政策主体维度表现出附加执行、选择性执行及机械性执行等非预期行为;在政策目标群体维度出现认知与行为偏差下的一系列机会主义行为;在执行环境维度面临群体事件频发、公众信任危机以及政府公信力受损等严峻挑战。而后对政策执行偏差的归因分析构建起系统性的政策优化路径:优化政策细节并细化政策文本的解读、完善政策执行主体的职责体系与管理机制、以需求为导向提升政策与服务目标的适配性、依托信息交流渠道改善政策执行环境。通过多维度策略的实施有效纠正政策执行偏差,重塑政策执行效能,为中小微企业的高质量发展提供坚实保障。更多还原

【Abstract】 As the backbone of the national economy,small and medium-sized enterprises not only play a key role in economic growth,but also serve as important carriers of social stability and employment.The C city government actively responds to the national call,formulates and implements a series of subsidy policies aimed at supporting the development of small and medium-sized enterprises,and stimulates market vitality.However,in the process of policy implementation,there are often many challenges,and there is a deviation between the implementation of policy tools and the achievement of expected goals.This study focuses on the deviation phenomena in various dimensions during the implementation of subsidy policies for small and medium-sized enterprises in Block A of City C,analyzes their endogenous reasons,and proposes corrective measures.The study reviewed the content and core objectives of the subsidy policy for small and medium-sized enterprises in C city.Using literature analysis,field research and other research methods,it focused on the implementation examples of the 2022 rent,water and electricity subsidy policy,and delved into the front line of A Street in N district.From the four dimensions of the policy itself,the implementing subject,the target group and the implementing environment,it comprehensively analyzed the specific manifestations and causes of the deviation in the implementation of the subsidy policy.On the basis of introducing the research background and current situation,and based on relevant concepts and theoretical explanations,the specific situation of the main research object A Street in the implementation of small and medium-sized subsidy policies is introduced:there are deficiencies in institutional design in the policy text dimension;Unexpected behaviors such as additional execution,selective execution,and mechanical execution are manifested in the dimension of policy subjects;A series of opportunistic behaviors under cognitive and behavioral biases in the dimension of policy target groups;In the dimension of execution environment,it faces severe challenges such as frequent group incidents,public trust crisis,and damage to government credibility.Subsequently,a systematic policy optimization path was constructed based on the attribution analysis of policy implementation deviations:optimizing policy details and refining the interpretation of policy texts,improving the responsibility system and management mechanism of policy implementation subjects,demand-oriented enhancement of policy and service target adaptability,and improving the policy implementation environment through information exchange channels.By implementing multidimensional strategies to effectively correct policy implementation deviations,reshape policy implementation effectiveness,and provide solid guarantees for the high-quality development of small and medium-sized enterprises.更多还原
