【摘要】 随着我国依法治国不断全面深入实施,全面深化改革也逐渐铺开,伴随着改革不断向前推进,公安机关机构职能设置已然成为公安机关体制改革的重要组成部分。同时,动态化、信息化背景下的新时代警务工作对地市一级公安机关机构职能设置提出了新的挑战,地市一级公安机关现实问题越来越多,从SX市公安机关来看,上下层级间职能定位不清晰,机关内部机构设置数量繁多、警力配置不合理、机构职能设置相近重叠、机构职能间的运行流程设置不规范、用人机制固化、考核机制难配套、人员众多且职责同构等问题十分突出,其深层次原因是公安机关固有体制僵硬,社会不断升级转型带来矛盾,公安机关职责顺应人民群众生活、工作,更有历史背景遗留原因,机构改革走一步看一步,省、市、县三级基本都对应成立了专门的职能部门等。但目前全国还停留在试点及试点推广阶段,公安机关体制改革还在不断探索的过程中,产生了多种地域性的改革模式,同时改革框架完善、公安机关职能机构设置的一般性研究还未能达到系统全面的阶段,对市级公安机关职能设置方面的研究更是少之又少,职能设置优化研究方面还不够深入。因此,深入研究当前公安机关在机构职能设置中存在的问题及产生问题的内在原因,探索适应新时代要求,优化市级公安机关职能设置,增强公安工作整体效能显得尤为重要。本文针对这一情况,以SX市公安局的机构职能设置作为研究对象,从习近平为行政体制改革提出的一系列新理念入手,为推进国家治理体系和治理能力现代化,立足人民,以人民为中心思考问题、解决问题,坚持问题导向,以公安改革当前制约SX市公安局治理成效的突出问题破题,推行“横向集成、纵向扁平”的思路机构职能,尝试将警务活动分级,以为公安机关提质增效为目标,结合分析全国部分地区先行试推的公安大部制改革的有效经验,将市级公安机关作为公安层级结构中的核心层级,从内部体系入手,以扁平精干、灵活高效为原则,来强化市级公安机关的整体作战实力和高效应对能力。为进一步增强公安大部制组织机构优势,进一步提出了优化市级公安机关机构职能设置的可行性路径,即依法改革、大部制改革、机关横向整合、明晰权责关系、转变职能导向、推进配套制度改革等方面。助力市级公安机关实现警令畅通、运作高效、整体作战、灵活应对、低成本高效能。更多还原

【Abstract】 Along with the in-depth implementation of the rule of law in China,the comprehensive reform is gradually carried out.With the continuous progress of the reform,the establishment of public security organ functions has become an important part of the reform of the public security organ system.At the same time,police work under dynamic and information background has posed new challenges to the establishment of the functions of the public security organs at the prefecture-city level in the new era.The practical problems of the public security organs at the prefecture-city level are increasing.Taken the public security organs in SX City as an example,there are the following problem:the function positioning between the upper and lower levels is unclear,and there are a large number of internal organs,the allocation of police force is unreasonable,institutional functions are similar and overlapping,the operation process between institutional functions is not standardized,the employment mechanism is solidified,the assessment mechanism is difficult to support,and there are many personnel with homogeneous responsibilities.The underlying reason is the rigid inherent system of the public security organ and the contradictions brought about by the continuous upgrading and transformation of the society.The functions of the public security organ conform to the people’s life and work,and there are more reasons left by the historical background.As the institutional reform goes step by step,special functional departments have been set up at the provincial,municipal and county levels.But currently the country still stays in the pilot and the pilot promotion stage.The public security organ system reform is still in the process of exploring which produced a variety of regional reform model.However,the improvement of the reform framework and the establishment of function organization failed to achieve comprehensive stage.As for as the establishment of municipal public security organs function and research are much rarer.The function setting optimization research is even more rare.Therefore,it is particularly important to deeply study the problems existing in the establishment of the functions of the current public security organs and the internal causes of the problems,explore to adapt to the requirements of the new era,optimize the establishment of the functions of the municipal public security organs,and enhance the overall efficiency of public security work.In response to this situation,this paper takes the institutional function setting of SX Municipal Public Security Bureau as the research object,starts from a series of new ideas put forward by Xi Jinping for the reform of administrative system,promotes the modernization of national governance system and governance capacity,is based on the people,thinks and solves problems with the people as the center,insists on problem orientation,breaks the problems with the outstanding problems currently restricting the effectiveness of governance of SX Municipal Public Security Bureau by public security reform,and implements"We try to classify the police activities,aim at improving the quality and efficiency of public security organs,and analyze the effective experience of the reform of the public security system in some regions of the country,and take the municipal public security organs as the core level in the hierarchical structure of public security.In order to strengthen the overall operational strength and effective response capability of municipal public security organs,the Ministry of Public Security has adopted the principle of flat,lean,flexible and efficient.In order to further enhance the advantages of the large ministry system,the feasibility path of optimizing the institutional and functional settings of municipal public security organs is further proposed,namely,such as reform according to law,reform of the large ministry system,horizontal integration of organs,clarification of power and responsibility,transformation of functional orientation,and promotion of supporting system reform.The study of this paper can contribute to achieve smooth police orders,efficient operation,overall combat,flexible response,low cost and high efficiency for municipal public security organs.更多还原
