【摘要】 2017年,党的十九大报告中提出“要打造共建、共治、共享的社会治理格局”,2022年,二十大报告中再次强调“要健全共建、共治、共享的社会治理制度”,这是我国全面建设社会主义现代化强国的必然要求。习近平总书记在系列重要讲话中多次强调要加强和创新社会治理,推动社会治理重心向基层下移,加强社区治理体系建设,加强基层社会治理队伍建设,发挥社会组织作用,加强党的领导,实现政府治理和社会调节、居民自治良性互动。社区治理是社会治理的基本单元,是国家治理的基石,关系国家治理体系和治理能力现代化的实现,拆迁安置社区作为中国经济发展的特殊产物,极具研究价值。拆迁安置社区治理不仅关乎被拆迁群体的权益保障和生活改善,更重要的是对于维护社会的稳定与和谐具有重要意义。通过建立有效的管理机制和规范的运行体系,可以应对社区治理中可能出现的各种问题和挑战。本文基于网络化治理理论,采用问卷调查和访谈的方法,深入考察目前X新区拆迁安置社区的治理现状和困境,从社区治理结构层面探究治理问题形成原因并寻求优化之策。研究发现,目前X新区拆迁安置社区治理存在一定的问题,具体为:各方尚未形成合力;治理资源碎片化;劳动力供求不匹配以及服务供求不匹配。基于实践并结合网络化治理的理念,剖析了X新区拆迁安置社区治理暂时陷入困境的原因,即社区治理网络的设计不科学、社区治理的主体连接纽带缺失、社区治理的责任制度不够健全以及网络化社区治理的能力不足。最终,针对X新区拆迁安置社区治理的具体状况,本文提出了一系列优化社区治理结构的策略和建议:一是优化治理框架,共谋社区发展;二是加强主体连接,多元合作共建;三是健全治理机制,提高治理效率;四是提升治理能力,优化服务供给。本文在网络化治理框架下研究拆迁安置社区治理问题,在研究视角上有所创新,研究结论能为国内其他同类地区开展拆迁安置社区治理工作提供参考。更多还原

【Abstract】 In 2017,the report of the 19th National Congress of the Communist Party of China proposed"to build a social governance pattern of joint construction,co-governance and sharing",and in 2022,the report of the 20th National Congress once again emphasized"to improve the social governance system of joint construction,co-governance and sharing",which is an inevitable requirement for China to comprehensively build a modern socialist country.Community governance is the basic unit of social governance and the cornerstone of national governance,which is related to the realization of the modernization of the national governance system and governance capacity.As a special product of China’s economic development,resettlement communities are of great research value.The community governance of relocation is not only related to the protection of the rights and interests of the relocated groups and the improvement of life,but more importantly,it is of great significance for maintaining social stability and harmony.By establishing effective management mechanism and standard operation system,we can deal with all kinds of problems and challenges that may appear in community governance.Based on the theory of network governance,this discussion adopts the methods of questionnaire survey and interview to investigate the current governance status and dilemma of the resettlement community in X New District,explore the causes of governance problems from the level of community governance structure and seek optimization strategies.The research finds that there are some problems in the governance of the resettlement community in X New District,specifically:the parties have not yet formed a joint force;Managing resource fragmentation;There is a mismatch between the supply and demand of labor and the supply and demand of services.Based on practice and combined with the concept of network governance,this discussion analyzes the reasons for the temporary predicament of the community governance in the demolition and resettlement of X New District,namely,the unscientific design of the community governance network,the lack of the main body connection of community governance,the imperfect responsibility system of community governance and the insufficient capacity of network community governance.Finally,in view of the specific situation of the governance of the resettlement community in X New District,this discussion puts forward a series of strategies and suggestions for optimizing the community governance structure:first,optimize the governance framework and seek common community development;Second,strengthen the link between the main body and build together through diversified cooperation;Third,improve governance mechanism and improve governance efficiency;Fourth,improve governance capacity and optimize service supply.This discussion studies the problem of community governance of relocation and resettlement under the framework of network governance,which is innovative in the research perspective,and the discussion conclusions can provide reference value for other similar areas in China to carry out community governance of relocation and resettlement.更多还原
