【摘要】 村民参与乡村治理是农村基层治理的重要内容,是保障农民合法权益的重要路径,是推进农村基层全过程人民民主的重要实践。新时代以来,“小事不出村,大事不出镇,矛盾不上交,就地化解”的“枫桥经验”不断与时俱进,发展为“自治、法治、德治相结合的基层治理体系”,简称“三治融合”基层治理体系,它反映的是以党建引领城乡居民参与基层治理,以自治、法治、德治为治理路径提升城乡社区治理效能,注重预防和化解矛盾纠纷,实现共建共治共享的目标。新时代新征程,四川省根据党中央决定和部署,立足城乡发展情况,围绕城乡基层治理现代化,积极开展治理实践推进基层群众参与城乡社区发展治理,以落实和推进国家治理现代化的相关要求。本文以新时代中国特色社会治理和乡村治理相关理论为指导,以公民参与理论、计划行为理论等为理论基础,运用文献分析法搜集整理国内外有关资料、文献后进行归纳、总结,构建本文的主要研究框架。选取川南T镇为调查地点进行实地调查、走访,总结梳理T镇当前自治、法治、德治及村民参与现状,对问卷数据进行描述性统计分析和假设检验,调查结论认为:“三治融合”治理机制、村民参与的认知和态度、干群关系显著影响村民参与意愿,村民参与意愿影响村民参与行为,进而影响村民自治成效。整理归纳出T镇村民参与乡村治理在“三治融合”治理机制、村民参与的认知和态度、干群关系等方面的不足,提出针对性建议,即完善“三治融合”治理机制,畅通村民参与渠道;加强发展乡村特色产业及宣传,提升村民参与主动;进一步融洽干群关系,凝聚人心提升参与实效三个方面的对策建议,以期为该地提升村民参与乡村治理实效提供参考借鉴。更多还原

【Abstract】 The participation of villagers in rural governance is an important part of rural grassroots governance,an important path to protect the legitimate rights and interests of farmers,and an important practice to promote people’s democracy throughout the entire process of rural grassroots governance.Since the new era,the "Fengqiao Experience" of "small things do not leave the village,big things do not leave the town,conflicts do not hand them over,and are resolved on the spot" has continuously advanced with the times,developing into a "grassroots governance system that combines autonomy,rule of law,and moral governance",abbreviated as the "three governance integration" grassroots governance system.It reflects the Party building leading urban and rural residents to participate in grassroots governance,using autonomy,rule of law,and moral governance as governance paths to improve the efficiency of urban and rural community governance,focusing on preventing and resolving conflicts and disputes,and achieving the goal of co construction,co governance,and sharing.In the new era and new journey,Sichuan Province,in accordance with the decisions and deployments of the Party Central Committee,combined with the actual situation of the province and based on the development of urban and rural areas,actively carries out governance practices around the modernization of grassroots governance in urban and rural areas,and promotes the participation of grassroots people in the development and governance of urban and rural communities,in order to implement and promote the relevant requirements of modernization of national governance.This article is guided by the theories of social governance and rural governance with Chinese characteristics in the new era,based on theories such as citizen participation and planned behavior.Using literature analysis,relevant materials and literature from both domestic and foreign sources are collected and summarized to construct the main research framework of this article.Selecting T Town in southern Sichuan as the survey site for on-site investigation and visits,summarizing and sorting out the current situation of autonomy,rule of law,moral governance,and village participation in T Town,conducting descriptive statistical analysis and hypothesis testing on the questionnaire data,the survey conclusion is that the governance mechanism of "three governance integration",the cognition and attitude of village participation,and the relationship between cadres and masses significantly affect the willingness of villagers to participate,and the willingness of villagers to participate affects their participation behavior,thereby affecting the effectiveness of village autonomy.Summarize the shortcomings of T town villagers in participating in rural governance in terms of the "three governance integration" governance mechanism,their understanding and attitude towards participation,and the relationship between cadres and the masses,and propose targeted suggestions,namely improving the "three governance integration" governance mechanism and opening up channels for villagers to participate;Strengthen the development of rural characteristic industries and publicity,and enhance the participation and initiative of villagers;Suggestions for further harmonizing the relationship between cadres and the masses,consolidating people’s hearts,and improving the effectiveness of participation in rural governance are proposed in three aspects,in order to provide reference and reference for improving the effectiveness of village participation in rural governance in the area.更多还原
