【摘要】 近年来,随着国内整体经济建设发展和国民生活水平提高,机动车和驾驶人的数量持续快速增长,城市交通压力不断增大,治堵缓堵已经成为大多数城市及其公安交警部门的工作重心。但现有的交通基础设施和智慧化管理服务系统的建设使用却难以赶追机动车驾驶人的增速,现实的交通管理服务环境和交通参与者的需求之间差距越来越大。虽然人工智能、云计算、交通仿真和大数据应用等新时代科技手段不断迭代发展并走进生产生活,并且公安交通管理部门作为智慧交通管理服务工作及相关系统建设使用的主要部门也愿意主动依托当地政府不断研究和尝试利用新兴技术打造更强大的智慧交通管理系统,为交通管理提供更强的“智”力,减少和替代人力在系统中的作用,提升道路交通的综合管理水平和服务城市交通需求的能力。在此过程中,管理部门由于高度重视甚至依赖科技的发展,反而忽视了“人”在公共管理范畴内的管理服务作用。鉴于公安交通管理服务智慧化过程中在核心管理理念、基础设施建设、数据信息管理、规划建设标准、人才培养储备等方面还存在一些问题。为了解决这些问题,本文从国内外现状入手,分析研究公安交通管理在由传统管理模式向现代交通管理模式转化过程中的发展规律与趋势,学习借鉴国内外的经验和教训,本着以人为主体、系统服务于人的规划发展理念,采用走访调研、问卷调查的方式,对公安智慧交通管理服务现状进行调研,总结归纳存在的问题和经验教训。从公安交通管理服务的角度出发,逐一研究分析问题产生的原因,在管理和服务、需求和资源之间,找到“人、车、路、环境”的平衡点。分析和找出公安交通管理部门在没有大量资金支持和大范围升级设施设备的情况下,应该如何立足有限的条件处理好交通参与者和车辆、交通基础设施之间的关系,解决好核心管理理念、基础设施建设、数据信息管理、规划建设标准、人才培养储备等方面暴露出的问题。并以D市为例,对如何更为科学地建设公安交警智慧交通管理服务体系、提升交通参与者的交通意识、让人与交通之间更加和谐,从而尽可能缓解城市的交通拥堵、减少交通违法行为以及交通事故的发生,提出合理的解决对策。对提升公安交警智慧交通管理服务的设施建设、使用效能和可持续发展水平,进一步缓解城市交通拥堵、治理交通违法行为乱象、预防交通事故、提升服务效能、缓解交通供给和需求之间的矛盾,助力智慧城市建设发展,具有较为重要的参考价值。更多还原

【Abstract】 In recent years,with the development of China’s overall economic construction and the improvement of national living standards,the number of motor vehicles and drivers continues to grow rapidly,and urban traffic pressure continues to increase,it has become the focus of the work of most cities and their traffic police departments.However,the current traffic infrastructure and intelligent management service system can not catch up with the growth of drivers,and there is a growing gap between the real traffic management service environment and the demand of traffic participants.While new technologies such as artificial intelligence,cloud computing,traffic simulation,and big data applications continue to iterate into production and life,and as the main department of Intelligent Traffic Management Services and related system construction and use,the Traffic Management Department of Public Security is also willing to take the initiative to rely on the local government to constantly research and try to use emerging technologies to build a more powerful intelligent traffic management system,to provide more "Intelligent" for traffic management,reduce and replace the role of human in the system,improve the comprehensive management level of road traffic and the ability to service urban traffic needs.But in this process,because the management attaches great importance to even rely on the development of science and technology,but neglect the "People" in the scope of public management,the role of management services.In view of some problems in the process of public security traffic management service intellectualization,such as core management idea,infrastructure construction,data and information management,planning and construction standard,talent cultivation and reserve,etc..In order to solve these problems,this paper starts from the domestic and foreign present situation,analyzes and studies the development law and the tendency of the public security traffic management in the transformation process from the traditional management mode to the modern traffic management mode,learning from the experience and lessons at home and abroad,in line with the planning and development concept of taking people as the main body and serving people systematically,using the method of visiting and questionnaire survey,this paper investigates the present situation of public security intelligent traffic management service,summarizes the existing problems and lessons.From the point of view of traffic management service of public security,this paper studies and analyzes the causes of the problems one by one,and finds the balance point of "People,cars,roads and environment" between management and service,demand and resources.To analyze and find out whether the public security and traffic administration departments,without substantial financial support and extensive upgrading of facilities and equipment,how to deal with the relationship between traffic participants,vehicles and traffic infrastructure on the basis of limited conditions.To solve the core management concept,infrastructure construction,data and information management,planning and construction standards,personnel training and reserve exposed problems.On how to build more scientific traffic police intelligent traffic management service system,improve the traffic awareness of traffic participants,make people and traffic more harmonious,so as to ease the city’s traffic congestion,reduce traffic violations and traffic accidents.Take D city as an example to put forward the reasonable solution countermeasure.This will improve the level of infrastructure construction,use efficiency and sustainable development of intelligent traffic management services of Public Security Traffic Police,we will further ease urban traffic congestion,curb traffic violations,prevent traffic accidents,improve service efficiency,and ease the contradiction between traffic supply and demand,thus contributing to the development of smart cities,is of great significance.更多还原
