【摘要】 随着经济社会的高速发展,政府统计越发成为政府社会治理中管理工作的基础性、综合性环节,由于政府统计数据所带有的公共产品属性,因而各级政府的统计数据质量不仅直接决定所辖域内的决策和执行,更影响我国宏观政策和科学规划的制定,从而对于经济社会进一步发展、人民生活生产良性运转具有重要意义。因此,政府统计数据逐渐得到社会各界的重视,各需求主体对于政府统计数据质量均提出了较高要求。本文通过梳理政府统计数据质量的相关理论,以全面质量管理理论和利益相关者理论为理论基础,以政府统计质量管理的各利益相关者作为研究视角,在对B市第四次经济普查作为案例进行分析的基础上,分析政府统计数据质量管理的影响因素,并结合影响因素说明现状中存在的问题。分别以政府统计数据管理的全过程以及利益相关者视角为分析思路,总结了提升B市政府统计数据质量的对策建议。在管理过程视角下:一是加强前期预防,防患未然保障质量;二是规范统计过程,改善数据管理模式;三是强化结果评估,提升数据使用公信力。在利益相关者视角下:一是基于提供者要求,着力提升数据安全建设;二是根据生产者职能,激发时代特色技术优势;三是回应使用者需求,提升获取的科学便利度;四是依托监督者优势,注重全过程的公平透明。本研究对于从理论层面探索地方政府统计数据质量管理的现有逻辑分析和实践路径,以及实践层面分析并完善政府统计活动均具有重要意义。更多还原

【Abstract】 With the rapid development of economy and society,government statistics has increasingly become a basic and comprehensive link in the management of government social governance.Due to the public product attributes of government statistics,the quality of government statistics at all levels not only directly determines the decision-making and implementation within their jurisdiction,but also affects the formulation of China’s macro policies and scientific planning,which is of great significance for the further development of economy and society and the healthy operation of people ’s life and production.Therefore,the government statistical data gradually get the attention of the community,the main demand for the quality of government statistical data are put forward higher requirements.By combing the relevant theories of government statistical data quality,this thesis takes the total quality management theory and stakeholder theory as the theoretical basis,and takes the stakeholders of government statistical quality management as the research perspective.Based on the analysis of the fourth economic census in B city,this thesis analyzes the influencing factors of government statistical data quality management,and explains the existing problems in the current situation with the influencing factors.Based on the whole process of government statistical data management and the perspective of stakeholders,this thesis summarizes the countermeasures and suggestions to improve the quality of government statistical data in B city.From the perspective of management process : first,strengthen the early prevention,prevent and ensure the quality;second,standardize the statistical process,improve data management model;third,strengthen the evaluation of results and enhance the credibility of data use.In the stakeholder perspective : First,based on the requirements of providers,efforts to enhance data security;second,according to the producer function,stimulate the technical advantages of the times;third is to respond to user needs,enhance access to scientific convenience;fourth,relying on the advantages of supervisors,pay attention to the fairness and transparency of the whole process.This thesis is of great significance for exploring the existing logical analysis and practical path of local government statistical data quality management from the theoretical level,as well as analyzing and improving government statistical activities at the practical level.更多还原
