体育产业政策对体育上市企业创新绩效影响研究

【摘要】 党的二十届三中全会对经济工作做出全面部署,提出要健全推动高质量发展体制机制,全面建设社会主义现代化强国的首要任务是高质量发展,体育强国建设也应遵循这一发展要求。近年来,我国已逐步建立了内容丰富、功能健全的体育产业供给体系,发挥着引导、规范和推动体育产业高质量发展的作用,并且体育产业政策不断细化,覆盖多个领域。体育上市企业作为体育产业政策的接收与目标群体,在借助政策利好加快发展的同时,又受政策执行力效果的影响,这就要求作为顶层设计的体育产业政策要紧密结合体育上市企业发展的内在特性,以促进体育产业规模效应的提升。通过梳理国内外研究发现在其它产业领域中,政策能对企业创新绩效起到积极作用,但在体育产业领域中很少有学者对体育产业政策与体育上市企业创新绩效的关系做实证研究,因此本研究以此为研究点,通过实证分析研究体育产业政策与体育上市企业创新绩效之间的关系,以对体育产业政策做出评估,为政府优化政策设计、提高政策执行效率提供有益参考。本研究以体育产业政策对体育上市企业创新绩效的影响为研究对象,运用文献资料法、数据调查法、AHP层次分析法、内容分析法和数理统计分析法等研究方法,将体育产业政策分为供给型政策、环境型政策和需求型政策作为解释变量,将体育上市企业创新绩效量化为发明专利申请数量和净资产收益率作为被解释变量,提出研究假设,同时引入控制变量避免误差,利用SPSS.27软件建立多元线性回归模型,以得到体育产业政策对体育上市企业创新绩效的具体影响,结果如下:(1)供给型政策对发明专利申请数量具有正向影响作用(p<0.01);(2)环境型政策对发明专利申请数量具有正向影响(p<0.01);(3)需求型政策对发明专利申请数量具有正向影响(p<0.01);(4)供给型政策与净资产收益率存在倒U型关系;(5)环境型政策与净资产收益率存在倒U型关系;(6)需求型政策与净资产收益率存在倒U型关系;(7)环境型政策工具对发明专利申请数量、净资产收益率作用程度比需求型政策力度大;(8)环境型政策对上市企业创新绩效影响最为显著。通过政策统计和政策对创新绩效的影响,得出以下结论:(1)供给型政策对体育上市企业创新绩效作用程度较小,政策运用呈现缺少;(2)政策对体育上市企业创新绩效作用程度最为显著,政策运用最多;(3)需求型政策对体育上市企业创新绩效作用程度最小,政策运用呈现不足;(4)三类体育产业政策与净资产收益率之间存在倒U型关系。根据结论提出如下建议:(1)强化供给型政策的精准性,解决资源错配问题;(2)持续环境型政策的制度红利,构建长效创新生态;(3)激活需求型政策的市场拉动效应,形成“需求—创新”正反馈;(4)建立动态平衡的政策强度调节机制,促进政策内部优化。更多还原

【Abstract】 The Third Plenary Session of the 20th Central Committee of the Communist Party of China made a comprehensive deployment for economic work,proposing to improve the system and mechanism for promoting high-quality development,high-quality development is the primary task of building a modern socialist country in an all-round way,and building a sports power must follow the development requirements of high-quality development.In recent years,China has gradually established a sports industry supply system with rich content and sound functions,which plays a role in guiding,standardizing and promoting the high-quality development of the sports industry,and the sports industry policy has been continuously refined,covering many fields.As the receiving and target group of sports industry policy,sports listed enterprises are affected by the effect of policy implementation while accelerating their development with the help of favorable policies,which requires that the sports industry policy as a top-level design should be closely combined with the internal characteristics of the development of sports listed enterprises to promote the promotion of the scale effect of the sports industry.By combing the domestic and foreign researches,it is found that in other industrial fields,policies can play a positive role in the innovation performance of enterprises,but few scholars in the field of sports industry have done empirical research on the relationship between sports industry policy and the innovation performance of sports listed enterprises.Based on the impact of sports industry policy on the innovation performance of listed sports enterprises,this study uses the literature method,data survey method,AHP analytic hierarchy process,content analysis method and mathematical statistical analysis method to divide the sports industry policy into supply-oriented policy,environmental policy and demand-oriented policy as explanatory variables,and quantifies the innovation performance of listed sports enterprises as the number of invention patent applications and return on net assets as the explanatory variables,puts forward research hypotheses,and introduces control variables to avoid errors.SPSS.27 software was used to establish a multiple linear regression model to obtain the specific impact of sports industry policy on the innovation performance of listed sports enterprises,and the results are as follows:(1)The supply-oriented policy has a positive impact on the number of invention patent applications(p<0.01);(2)environmental policies have a positive impact on the number of invention patent applications(p<0.01);(3)demand-based policies have a positive impact on the number of invention patent applications(p<0.01);(4)There is an inverted U-shaped relationship between supply-oriented policies and return on net assets;(5)There is an inverted U-shaped relationship between environmental policies and return on net assets;(6)There is an inverted U-shaped relationship between demand-oriented policies and return on net assets;(7)Environment-based policy tools have a greater effect on the number of invention patent applications and return on net assets than demand-based policies;(8)Environmental policies have the most significant impact on the innovation performance of listed enterprises.Based on policy statistics and the impact of policies on innovation performance,the following conclusions are drawn:(1)The effect of supply-oriented policies on the innovation performance of listed sports enterprises is small,and the application of policies is lacking;(2)The effect of policy on the innovation performance of listed sports enterprises is significant,and the policy is the most widely used;(3)Demand-based policies have the least effect on the innovation performance of listed sports enterprises,and the application of policies is insufficient.(4)There is an inverted U-shaped relationship between the three types of sports industry policies and the return on net assets.According to the conclusions,the following suggestions are put forward:(1)strengthen the accuracy of supply-oriented policies and solve the problem of resource misallocation;(2)Institutional dividends from sustainable environmental policies to build a long-term innovation ecosystem;(3)activate the market pull effect of demandbased policies and form a positive feedback of "demand-innovation";(4)Establish a dynamic and balanced policy intensity adjustment mechanism to promote the internal optimization of policies.更多还原
