【摘要】 当前我国生育率持续走低,跌到了更替水平之下,低生育水平已经成为一种常态,而当代青年生育观发生的转变无疑会使得生育水平降得更低,不利于未来社会发展与国家人口安全。青年生育观会影响整个社会的和谐发展和中国未来的生育率、人口数量。科学的生育观能有效地对青年生育行为进行指导和调节,由此低生育率背景下青年生育观培育已然成为焦点问题。为此,本文基于低生育率这一时代背景,对生育观培育及低生育率的相关文献进行梳理,运用问卷调查法和访谈法对低生育率背景下青年生育观培育现状进行分析,总结其生育观培育存在的问题及成因,并在此基础上提出培育青年生育观的针对性对策。研究主要从以下几个部分展开:首先,对低生育率背景下青年生育观培育相关概念进行了界定。在阐释低生育率、低生育率背景下青年生育观、低生育率背景下青年生育观培育概念基础上,梳理了古今中外生育观培育及低生育率相关理论,并对国内外生育观培育进行比较。其次,通过发放调查问卷及进行访谈,了解当前青年生育观培育现状,对低生育率背景下青年生育观培育存在的问题进行了总结并分析成因。最后,根据问题归因,从学校、家庭、社会、国家四个主体的角度提出培育青年生育观的对策。本研究发现,低生育率背景下青年生育观培育在高校、家庭、社会、学校均呈现出问题。具体而言表现为高校对青年生育观培育存在结构性失衡、家庭对青年生育观培育缺乏时代性、社会对青年生育观培育缺少文化氛围以及国家对青年生育观培育支持体系投入不足。而对于其问题的成因,本文概括为四个方面:高校生育观培育职能发挥不充分;家庭生育观培育内容相对滞后;社会生育观培育新型文化宣传不力;国家生育观培育支持政策保障不力。从培育青年生育观的角度来看高校应针对青年生育观念的特点,积极开展马克思主义人口理论教育、传统优秀生育文化教育以及三观教育等,引导青年树立正确生育观。家庭应完善生育观培育内容,增强生育观培育的时代性。社会应从发挥媒体作用、营造良好的社会环境、开展丰富的宣传活动入手大力宣扬新型生育文化,营造新型生育文化氛围。国家应加强顶层设计完善生育保险制度建设、健全生育公共服务供给、构建生育相关支持体系,从源头上解决青年生育后顾之忧,改变青年生育观念。更多还原

【Abstract】 At present,the fertility rate in China continues to decline,and falls below the rep lacement level.The low fertility level has become a norm.However,the transformatio n of the contemporary youth fertility concept will undoubtedly make the fertility level lower,which is not conducive to the future social development and national populati on security.The concept of youth fertility will affect the harmonious development of t he whole society and the future fertility rate and the number of population in China.S cientific fertility concept can effectively guide and regulate the fertility behavior of yo ung people,so the cultivation of youth fertility concept under the background of low f ertility rate has become the focus issue.Therefore,this paper,based on the background of low fertility,the fertility cultiv ation and low fertility related literature,using the questionnaire survey and interview method under the background of low fertility youth fertility cultivation situation is an alyzed,summarizes the fertility cultivation problems and causes,and on the basis of c ultivating youth fertility targeted countermeasures.The research is mainly conducted on the following parts: First,the concept of youth fertility concept cultivation under t he background of low fertility rate is defined.On the basis of explaining the concept o f youth fertility concept under the background of low fertility and the background of l ow fertility,the ancient and modern are sorted out The theory of fertility view cultivat ion and low fertility rate at home and abroad,and to compare the cultivation of fertilit y concept at home and abroad.Secondly,by issuing questionnaires and conducting int erviews,we understand the current situation of youth fertility concept cultivation,and summarize the problems existing in the cultivation of youth fertility concept under th e background of low fertility rate and analyze the causes.Finally,according to the attr ibution of the problem,the countermeasures of cultivating the youth fertility concept are proposed from the perspective of school,family,society and the country.This study found that the cultivation of youth fertility concept in the background of low fertility showed problems in universities,families,society and schools.Specifi cally,there is a structural imbalance in the cultivation of youth fertility concept,the la ck of The Times,the lack of cultural atmosphere in the cultivation of youth fertility co ncept,and the lack of national support system for the cultivation of youth fertility con cept.As for the causes of the problems,this paper summarizes it into four aspects: the cultivation function of university fertility view is not played enough;the cultivation c ontent of family fertility view is relatively lagging behind;the publicity of new cultur e of social fertility view is ineffective;and the guarantee of supporting policy of natio nal fertility view is ineffective.follow From the perspective of cultivating youth fertili ty view,colleges and universities should actively carry out the education of Marxist p opulation theory,traditional excellent fertility culture education and three view educat ion according to the characteristics of youth fertility concept,so as to guide young pe ople to establish the correct fertility concept.The family should improve the content o f fertility concept cultivation and enhance the era of fertility concept cultivation.The society should give full play to the role of the media,create a good social environmen t,and carry out rich publicity activities to vigorously promote the new fertility culture,and create a new fertility culture atmosphere.The state should strengthen the top-lev el design and improve the construction of the maternity insurance system,improve th e supply of fertility public services,and build the fertility-related support system,and solve the problem from the source Youth birth worries,change the concept of youth fe rtility.更多还原
