【摘要】 乡村公共文化供给高质量发展是中国特色社会主义现代化强国建设的必然性要求,不仅事关广大农民群众的文化权益和美好生活需要,更是提升农村居民获得感、幸福感的重要手段。在全面建成小康社会的进程中,乡村公共文化供给无论是在数量、质量还是在覆盖面上均有很大提高,但仍然是乡村振兴中的薄弱环节,特别是整体发展水平较低的乡村地区,在乡村公共文化供给方面还存在供给方法相对单一、供给质量差以及供给效能较低等情况,难以满足社会大众日渐增长的文化需要,对调动广大农民积极投身乡村振兴建设发挥不出应有作用。本文以涟水县乡村公共文化供给作为研究对象,基于公共产品理论、公共服务均等化理论、协同治理理论等理论,通过文献研究法、问卷调查法、个案访谈法等开展研究,发现改革开放后涟水县乡村公共文化供给逐步受到重视,文化活动场所和文化队伍数量都显著增长,分别表现在乡镇文化站、图书室、乡镇剧团、业余文艺表演团队、乡镇影剧院、经费情况等六个方面,并且取得精细化服务水准提高、活动方式载体多元化、文化保护不间断加强等方面的成效。研究发现涟水县乡村公共文化供给仍然存在供给主体单一、村民需求关注程度低、供给设施建设水平滞后、供给人员专业程度较低等问题,而导致这些问题的主要原因是供给力量欠缺协同、政府机构服务理念欠缺、供给体系建设资金缺乏、管理培训机制不完善等。推进涟水县乡村公共文化供给高质量发展,可以借鉴广东省惠州市惠东县、安徽省阜阳市颍上县等地的一些好做法,进一步促进供给主体多元化、优化供给服务管理机制、加强文化供给基础设施建设、加强文化供给人才队伍建设。更多还原

【Abstract】 The high-quality development of rural public cultural supply is an inevitable requirement for the construction of a modern socialist country with Chinese characteristics.It is not only related to the cultural rights and interests of the broad masses of farmers and their needs for a better life,but also an important means to enhance the sense of gain and happiness of rural residents.In the process of building a well-off society in an all-round way,the supply of rural public culture has been greatly improved in terms of quantity,quality and coverage,but it is still a weak link in rural revitalization.Especially in rural areas with low overall development level,there are still relatively single supply methods,poor supply quality and low supply efficiency in the supply of rural public culture.It is difficult to meet the growing cultural needs of the public,and it does not play its due role in mobilizing the vast number of farmers to actively participate in the construction of rural revitalization.This article takes the supply of rural public culture in Lianshui County as the research object.Based on theories such as public product theory,equalization of public services,and cooperative governance theory,research is conducted through literature review,questionnaire survey,and case interview methods.It is found that after the reform and opening up,the supply of rural public culture in Lianshui County has gradually been valued,and the number of cultural activity venues and cultural teams has significantly increased,manifested in township cultural stations We have achieved results in improving the level of refined services,diversifying activity carriers,and continuously strengthening cultural protection in six aspects: libraries,township theater troupes,amateur cultural performance teams,township cinemas,and funding.Based on the research of questionnaire survey and case interview,it is found that the supply of rural public culture in Lianshui County has many problems,such as single supply subject,low attention to villagers’ needs,lagging construction of supply facilities,and low professional level of supply personnel.The main reasons for these problems are lack of coordination of supply forces,lack of service concepts of government agencies,lack of funds for supply system construction,and imperfect management and training mechanisms.In order to better explore the high-quality development strategy of rural public cultural supply in Lianshui County,we actively draw on the practices of Huidong County in Huizhou City,Guangdong Province,and Yingshang County in Fuyang City,Anhui Province,and propose strategies such as achieving diversified supply entities,optimizing supply service management mechanisms,strengthening cultural supply infrastructure construction,and strengthening the construction of cultural supply talent teams.更多还原
