基于模糊层次分析的宁德市住建系统公务员培训研究

【摘要】 国势之强在于人,党的十九大顺利召开宣布中国进入新时代,中国政府逐步由管制型政府向服务型政府转型,这一转变在乡村振兴与脱贫攻坚等战略实施背景下对住房与城乡建设工作提出了新要求,住建系统不仅要继续保持在建筑建设等专业领域弦歌不辍,而且必须持续加强自身为民服务水平,久久为功。人材之成出于学,住建系统公务员是住房与城乡建设工作的中坚力量,各项方针政策能否有效贯彻落实,城乡基础设施建设、人防保障工作能否顺利开展,很大程度上都取决于住建系统公务员队伍的综合素质。因此,如何通过培训切实提高住建系统公务员业务能力,融合推进转作风与抓落实,筑牢办实事、解难题的人才基础,是一项需要系统性分析并投入常态化实践的重要课题。论文以宁德市住建系统公务员培训为研究对象,首先通过收集整理公务员培训相关的历史变革以及学界研究成果,在界定公务员培训等核心概念后,重点探讨公务员培训的现实特征与理论支撑。其次,通过工作记录、预调研与专家访谈基本把握宁德市住建系统培训情况,进而有针对性地使用层次分析法完成宁德市住建系统公务员培训评价指标体系构建及指标权重设计。在指标体系的框架下,运用调查问卷与模糊综合评价法,统计分析宁德市住建系统公务员培训评价体系指标层的21个细项、准则层的4个维度以及最终目标层的综合评价值,定位出宁德市住建系统公务员培训存在的突出问题,主要包括:培训需求分析不到位、信息沟通渠道不健全、组织绩效提升效果差、培训目标定立不明确以及结果跟踪回访不充分等;分析其成因主要在于:培训需求分析体系尚未建成、组织保障体系力量单薄、培训迁移发生过程存在障碍、目标确定过程缺乏规范指导、培训理念与发展目标不匹配;最后,有针对性地提出了完善宁德市住建系统公务员培训的对策与建议,主要包括:建立四维需求分析框架、科学区分多级培训目标、引入社会化市场化培训竞争活力、改变组织与个人理念以及发展循环机制等。论文重点探讨了宁德市住建系统公务员培训如何建立动态循环机制改进培训工作的问题,定性定量结合的模糊层次分析法较定性方法的单一使用更具科学性,希望论文的研究方法可以在公务员培训的全流程管理中产生辐射效应,为提升公务员培训工作成效提供参考价值。

【Abstract】 Human resources give impetus to the growth of national strength.The 19 th National Congress of the Communist Party of China announced that China has entered a new era when a control-oriented government is transforming to a service-oriented one.This transformation also puts forward new requirements and tasks for housing and urban-rural development system especially in the social background of the rural revitalization strategy.To meet the requirements,it is necessary to maintain the pioneering position of professional theories and skills and keep following the principle of public service and adherence to integrity.Professionals are cultivated through learning.There is no doubt that civil servants play a significant role in the housing and urban-rural development system.The implementation of policies,infrastructure construction in urban and rural areas and the conduction of support to the civil air defense largely depend on their general professional capabilities.Therefore,how to improve the civil servants’ ability through training is an important subject which needs to be analyzed systematically and put into practice on a regular basis.This paper focuses on civil servants’ training of Ningde housing and urban-rural development system.To begin with,the historical developments of civil servants’ training and the relevant academic research were analysed to figure out what it means to do this paper.Secondly,base on the core concepts of civil servants’ training,the thesis interprets the practical characteristics of civil servants’ training and its theoretical origin.Next,through observation,pre-investigation and interviews,the evaluation index system and weight design are completed with analytic hierarchy process.After that,the paper uses the method of questionnaire and fuzzy comprehensive evaluation to explain the specific practice of civil servants’ training of Ningde housing and urban-rural development system.The quantitative data results points out the shortcomings at five aspects: training needs analysis is not coherent,communication channel is poor,organizational performance improvement is satisfying,training goal is not clear and the training feedback is inadequate.Correspondingly,the causes of the problems are explained in five aspects.Based on the analysis,this paper gives advice from the following five aspects: establishing a training needs analysis framework at four dimension,following the differences to determine the training objectives for different levels of civil servants,introducing the socialized and market-oriented factors,transforming the mindsets and strengthening the supervision and feedback mechanism.The paper makes a research of the whole process of civil servants’ training and the regular circulation operation,and makes some innovations in the application of qualitative and quantitative methods.It is hoped that the research can serve as a certain reference value for improving the effectiveness of civil servants’ training.
