南京市缓解机动车停车难问题与对策研究

【摘要】 城市承载着市民衣食住行的功能,随着城市化进程的加快,生活水平的提高以及城市人口数量的增加,人均机动车保有量大幅增加,与此同时,城市配套管理滞后于基础设施建设,城市现存泊位供给不能满足快速增长的停车需求,供给矛盾突出,城市停车问题严重,城市的交通面临着承载过量的压力,严重影响了民众的生活质量。本文研究南京市机动车停车问题的缓解对策。通过对南京市现有停车现状进行总结分析,挖掘南京停车难问题背后的原因,指出城市停车位总供给不足、城市规划不合理、城市管理不到位、数字治理能力不足、民众素质有待提升以及存在公共空间主体合作博弈是导致南京城市停车问题的重要原因。并定位于南京市医院、老旧小区、地铁周边以及农贸市场四类具有停车问题代表性区域,选取有效缓解停车问题的典型案例进行分析,通过实地调研和访谈,总结其做法经验,提出缓解停车问题的关键是多部门、多主体、多维度共同出力,结合不同区域的异质性特征,采取充分挖掘潜在停车资源、促进停车资源共享、发挥多部门协同管理作用、创新管理手段等方法来制定因地制宜的停车方案。在此基础上,针对缓解南京市停车问题,本文继续从协同治理、准公共产品供给等理论高度提出停车资源挖掘、停车泊位共享、数字化智慧监管等切实可行的举措,为缓解城市共性“停车难”问题提供具有实践意义的参考。更多还原

【Abstract】 Cities carry the functions of clothing,food,housing,and transportation for citizens.With the acceleration of urbanization,the improvement of living standards,and the increase in urban population,the per capita number of motor vehicles has significantly increased.At the same time,urban supporting management lags behind infrastructure construction,and the supply of existing parking spaces in cities cannot meet the rapidly growing demand for parking.The supply contradiction is prominent,and urban parking problems are serious.Urban transportation faces excessive pressure,seriously affecting the quality of life of the people.This paper studies the countermeasures to alleviate the motor vehicle parking problem in Nanjing.By summarizing and analyzing the current parking situation in Nanjing,the reasons behind the difficulty in parking in Nanjing are explored.It is pointed out that the main reasons for the parking problem in Nanjing are insufficient overall supply of urban parking spaces,unreasonable urban planning,inadequate urban management,insufficient digital governance capabilities,the need to improve the quality of the public,and the existence of cooperative games among public space entities.And it is located in four representative areas of parking problems in Nanjing,including hospitals,old residential areas,subway areas,and agricultural markets.Typical cases that effectively alleviate parking problems are selected for analysis.Through field research and interviews,their practical experience is summarized,and it is proposed that the key to alleviating parking problems is the joint efforts of multiple departments,subjects,and dimensions.Combining the heterogeneity characteristics of different regions,methods such as fully exploring potential parking resources,promoting parking resource sharing,leveraging the collaborative management role of multiple departments,and innovating management methods are adopted to develop parking plans tailored to local conditions.On this basis,in order to alleviate the parking problem in Nanjing,this article continues to propose practical and feasible measures such as parking resource mining,parking space sharing,and digital intelligent supervision from the theoretical perspectives of collaborative governance and quasi public product supply.It also provides practical reference for solving the common "parking difficulty" problem in cities.更多还原
