【摘要】 随着信息技术进步与科技革新,国务院印发《“十四五”数字经济发展规划》,诸多企业也积极推动企业数字化转型,推进数字资源与产业融合,驱动企业的生产、运营转型,建立内容丰富齐全、形式多样、结构合理数字资产价值体系。随着数字化系统应用深入,跨部门、跨单位的业务越来越频繁,寄存在其他部门和单位的数据,需要将数据移交至保管部门,成文企业的宝贵资产。随着业务数据移交越来越频繁,传统的线下移交逐步转为线上移交,责任移交也从线下转为了线上。H集团从2015年开始研究和试点各单位的业务数据在线移交,但第一代移交过程中出现了大量的数据问题,包括数据名称不一致、数据缺失、数据无法浏览、数据存在病毒等问题,这些问题导致档案人员花费大量的时间在发现问题和返工等无效工作上,与数字化减少工作量目的相违背。本文将以解决H集团数据问题为首要目的,从整体上来优化H集团数据管理体系,通过定义数据机能指标,判断数据健康情况,彻底解决数据移交问题。文章首先,通过查阅国内外先进的数据管理理论和研究方法,引用数字资产健康度概念和模型和大数据过程管理,来规划文章结构,其次,通过对本单位的档案员进行访问和调查,统计出H集团现有的业务数据移交问题,并对问题原因分析和归类,然后再根据数据健康度概念,优化H集团数据健康管理框架,通过制定健康检测机制来发现和解决问题,最后通过人才管理、技术保障、费用保障、制度保障四个方面来保障管理体系的落地。H集团业务数据健康管理体系结合了PDCA过程管理理论,通过循序渐进的发现和处理问题的机制,可持续改进数据健康管理水平,提升数据管理能力,实现数字化降本增效,提高企业的核心竞争力。更多还原

【Abstract】 With the progress of information technology and technological innovation,the State Council has issued the "Fourteenth Five Year" Digital Economy Development Plan.Many enterprises also actively promote the digital transformation of enterprises,promote the integration of digital resources and industry,drive the production and operation transformation of enterprises,and establish a digital asset value system with rich and complete contents,diverse forms,and reasonable structure.With the in-depth application of digital systems,cross department and cross unit businesses are becoming more and more frequent.Data deposited in other departments and units need to be transferred to the custody department,which is a valuable asset of enterprises.As business data handover becomes more and more frequent,the traditional offline handover gradually turns to online handover,and responsibility handover also turns from offline to online.Group H has studied and piloted the online transfer of business data of each unit since 2015,but a large number of data problems have occurred in the first generation transfer process,including inconsistent data names,missing data,data that cannot be browsed,and data that has viruses.These problems cause the filing staff to spend a lot of time on finding problems and rework and other invalid work,which is contrary to the goal of digitization to reduce labor.This paper will take solving the data problem of Group H as the primary purpose,optimize the data management system of Group H as a whole,and thoroughly solve the problem of data transfer by defining data function indicators and judging data health.First of all,the article plans the structure of the article by consulting the advanced data management theories and research methods at home and abroad,citing the concept and model of digital asset health and big data process management.Second,through the interview and investigation of the archivists of the unit,the existing business data transfer problems of H Group are summarized,and the causes of the problems are analyzed and classified.Then,according to the concept of data health,Optimize the data health management framework of H Group,find and solve problems by developing a health detection mechanism,and finally ensure the implementation of the management system through four aspects: talent management,technical support,cost protection,and system protection.H Group’s business data health management system combines PDCA process management theory.Through the mechanism of discovering and handling problems step by step,it can continuously improve the level of data health management,enhance the data management ability,achieve digital cost reduction and efficiency increase,and improve the core competitiveness of the enterprise.更多还原
