【摘要】 社会治理是国家治理体系的基石,基层治理是社会治理的本源和内核。现如今农村基层治理长期受到“空心化”的影响,归根到底是乡村经济衰败、村级党组织弱化及基层民主虚置所导致。同时,村民民主意识的觉醒及对自身利益的谋求加大了与社会现实的张力,越来越多的基层政府通过基层治理创新来寻求缓解的策略。协商治理一直是基层政府推动基层治理创新的重点,对农村基层协商治理的实践逻辑的研究理论上有利于深入农村基层治理创新的研究,实践上有利于提升基层民主化水平以及农村基层治理的成效。因此,本文以协商民主理论与理性选择制度主义为基础,基于典型性原则选取山东省泰安市岱岳区两个村为研究对象,采用案例研究、实地访谈等研究方法对岱岳区两个村庄协商治理的治理基础、治理实践、治理成效进行分析,研究发现:(1)协商治理的实践逻辑分为利益耦合、共同行动、情感共鸣,通过协商治理构建利益共同体、行动共同体及情感共同体,使村庄由零散的治理主体形成农村基层治理共同体,提升了农村基层治理效能;(2)通过“压力—回应”与“吸纳—融合”两种不同的协商动力启动协商治理、基于公平性与利益相关性确保协商议题撬活参与点以及根据“为民协商议题智库”与群众座谈会两种不同的协商程序寻找耦合点,由此保障村“两委”与村民达成利益耦合,形成利益共同体;通过顶层设计与具体制度安排搭建协商机制、基于行政性动员与回应性动员两种不同的参与动员机制构建行动共同体,保证了集体行动推动协商治理运转;通过公共精神与价值认同和信任与情感联结来达成情感共同体,为协商治理注入源源不断的动力。文章认为,农村协商治理还存在着协商价值认知不足、协商情景供给权威化、集体行动困境等问题。据此本文就路径优化提出以下对策:一是加强社会资本培育,二是增强协商主体利益关联度,三是强化集体行动能力。通过以上三点措施以期对提升农村协商治理的成效有一定的参考意义。更多还原

【Abstract】 Social governance is the cornerstone of the national governance system,with grassroots governance being the source and core of social governance.Currently,rural grassroots governance has been long affected by “hollowing out”,fundamentally caused by rural economic decline,weakening of village party organizations,and the sidelining of grassroots democracy.At the same time,the awakening of villagers’ democratic consciousness and their pursuit of self-interest have increased the tension with social realities,leading more grassroots governments to seek relief strategies through innovative governance.Consultative governance has always been a focus of grassroots governments in promoting governance innovation.Theoretical research into the intrinsic logic of rural grassroots consultative governance helps deepen the study of rural grassroots governance innovation,while in practice,it aids in enhancing the level of grassroots democracy and the effectiveness of rural grassroots governance.Therefore,based on the theory of consultative democracy and rational choice institutionalism,and following the principle of typicality,this paper selects two villages in Daiyue District,Tai’an City,Shandong Province as research subjects.It employs case studies and field interviews to analyze the governance foundation,practices,and effects of consultative governance in these two villages.The study finds:(1)The practical logic of consultative governance is divided into interest coupling,collective action,and emotional resonance,through which communities of shared interest,action,and emotion are constructed,transforming scattered governance entities into a rural grassroots governance community,thereby enhancing the efficiency of rural grassroots governance;(2)Through the dynamics of“pressure-response” and “absorption-integration”,consultative governance is initiated,ensuring the activation of participatory points based on fairness and stakeholder interest,and finding coupling points through the “consultative topic think tank for the people” and mass meetings to achieve interest coupling between the village committees and villagers,forming a community of shared interest.Consultative mechanisms are established through top-level design and specific institutional arrangements,and action communities are built based on administrative mobilization and responsive mobilization,ensuring collective actions drive the operation of consultative governance.Emotional communities are formed through shared public spirit,value identification,trust,and emotional connections,injecting continuous momentum into consultative governance.The article argues that rural consultative governance still faces issues such as insufficient recognition of consultative values,authoritarianism in consultative scene supply,and the dilemma of collective action.Based on this,the paper proposes the following strategies for path optimization: strengthening the cultivation of social capital,enhancing the relevance of interests among consultative subjects,and bolstering collective action capabilities.These measures aim to offer reference for improving the effectiveness of rural consultative governance.更多还原
