【摘要】 城镇化是现代化的必由之路,改革开放以来,我国城镇化经历了快速发展进程。习近平指出,“城镇化不是土地城镇化,而是人口城镇化”。城镇化的核心是人民群众。推进以人为本的城镇化,很重要的一方面体现在逐步实现基本公共服务均等化。“十四五”时期仍是城镇化快速发展时期,抓住人民群众最关心最现实的利益问题,健全分层分类的社会救助体系是推进城镇化进程的重要一环。泰安市S镇,地处城乡结合处,是城镇化发展的重要阵地,但在社会救助方面,出现与城镇化发展不匹配的现象。因此,本文以S镇为研究对象,通过查阅国内外相关文献资料,首先提出农村社会救助体系研究的意义,明确相关概念界定和理论基础。其次,归纳农村社会救助体系的发展历程,阐述泰安市S镇农村社会救助体系发展现状,构建评估指标体系,进行问卷调查和实地走访,对S镇农村社会救助具体情况进行了深入了解,进而得出评估结果。最后,结合评估结果得出在城镇化进程中S镇农村社会救助体系存在的问题,如分层分类救助机制不健全、城乡统筹发展程度低、基层救助能力不足、服务类救助发展滞后、农村困难群体自救能力弱等,提出探索“党建+社会救助”新模式、打造社会救助联盟,整合救助资金来源、缩小城乡差距,合理分类分层、提升基层救助能力,激发困难群体内生动力、提高自救能力等方面完善S镇农村社会救助体系,以期通过一域研究为全国农村社会救助体系建设添砖加瓦。更多还原

【Abstract】 Urbanization is the only way to modernization.Since the reform and opening-up,China’s urbanization has experienced rapid development.Xi Jinping pointed out,"Urbanization is not the urbanization of land,but the urbanization of population." The core of urbanization is the people.An important aspect of promoting people-oriented urbanization is gradually achieving equal access to basic public services.The 14 th Five-Year Plan period is still a period of rapid urbanization development.To grasp the most direct and realistic problems of the people’s interests and improve the hierarchical and classified social relief system is an important part of the process of urbanization.S Town in Taian,located at the junction of urban and rural areas,is an important field for urbanization development.But in terms of social relief,there is a mismatch with the development of urbanization.Therefore,this paper takes S Town as the research object.Through consulting relevant literatures at home and abroad,it firstly puts forward the significance of the research on rural social relief system,and clarifies the relevant concept definition and theoretical basis.Secondly,it summarizes the development process of rural social relief system,elaborates the current development situation of rural social relief system in S Town,builds an evaluation index system,conducts questionnaires and field visits,delves into the specific situation of rural social relief in S Town,and draws specific evaluation results.Finally,it concluded the problems existing in the rural social relief system of S town in the process of urbanization based on the evaluation results,such as unsound mechanism of the hierarchical and classified social relief system,low level of urban-rural integration development,inadequate competence of primary social relief,unadvanced development of service-type relief,weak self-help ability of rural poor groups and so on.Based on the above problems,the paper proposes to explore a new mode of "Party building + Social relief",build a social relief alliance,improve the rural social relief system in S town in terms of integrating sources of assistance funds,narrowing the gap between urban and rural areas,reasonably classifying and stratifying,improving competence of primary social relief,stimulating the endogenous motivation of the poor groups,and improving self-help ability,in order to contribute to the construction of the national rural social relief system through regional research.更多还原
