【摘要】 自社工站建成以来,它通过推行社会工作,整合各方力量,将协同治理落到实处,成为建立共建共治共享的社会治理格局的重要平台。社工站的出现,使最底层的民众得到更多关注,弥合城乡社会服务差距,填补公共服务空白。社工站承担着分享社会资源、传递权威政策信息、解决矛盾纠纷等重要职能,是基层治理难以或缺的一部分。在国家治理体系和治理能力的建设中,社工站既是重要的阵地,也是重要的基层治理力量。然而社工站是个新生事物,各方主体对于社工站建设的了解与认知还停留在比较基础的阶段,社工站的运行模式仍处于不断优化和完善中。本文通过协同治理理论与社工站的契合点,识别出“顶层设计,协同联动,资源整合,目标协同”是社工站协同治理有序发展的序参量,结合当前社工站运行的现实挑战,通过“党建引领,协同机制,平台构建,专业服务”四方面机制的创新,促进社工站运行中多元主体的相互合作,从而实现社工站在基层治理中整体效应的最大化。研究发现:第一,要在顶层设计层面上坚持党的领导,形成党建引领协同工作的共识,从思想、组织和服务三个方向上将党建引领充分落实到基层治理的协同工作上。第二,要在协同联动层面完善协同治理框架,以五社联动机制为基础,打造多元主体共同参与的城市基层治理队伍。第三,要在平台构建层面提升多元主体的协同能力,通过构建人力,服务和资源三个平台,增强社工站资源整合能力。第四,要在目标协同层面提升社工站专业服务能力,通过服务定位明确化,专业服务精细化和服务模式多样化,推动社会工作的专业化发展进程,创新基层社区治理。更多还原

【Abstract】 Since the completion of the social work station,it has become an important platform for sharing through the implementation of social work and the integration of the strengths of various parties to put collaborative governance into practice.The emergence of social work stations has enabled the lowest strata of the population to receive more attention,bridged the gap between urban and rural social services,and filled the gaps in public services.Social work stations assume important functions such as sharing social resources,transmitting authoritative policy information and resolving conflicts and disputes.As a new phenomenon,and the understanding and knowledge of all parties about the construction of social work stations are still at a relatively basic stage,and the mode of operation of social work stations is still in the process of being continuously optimized and improved.Based on the convergence of collaborative governance theory and social work stations,this paper identifies "top-level design,collaborative linkage,resource integration,and target coordination" as the order parameters for the orderly development of collaborative governance of social work stations.Combined with the current practical challenges in the operation of social work stations,this paper innovates mechanisms in four aspects: "Party building guidance,collaborative mechanism,platform construction,and professional service".Promote the mutual cooperation of multiple subjects in the operation of social work stations,so as to maximize the overall effect of social work stations in grassroots governance.The research findings are as follows: First,it is necessary to adhere to the leadership of the Party at the top-level design level,form a consensus on the collaborative work of party building guidance,and fully implement the guidance of Party building to the collaborative work of grassroots governance from the three directions of ideology,organization and service.Second,it is necessary to improve the collaborative governance framework at the collaborative linkage level,and build a grass-roots urban governance team with the participation of multiple subjects on the basis of the linkage mechanism of the five social organizations.Third,it is necessary to enhance the coordination ability of multiple subjects at the level of platform construction,and enhance the resource integration ability of social work stations by building three platforms of manpower,service and resources.Fourth,it is necessary to enhance the professional service capacity of social work stations at the target coordination level,promote the professional development process of social work and innovate grassroots community governance through clear service positioning,refinement of professional services and diversification of service models.更多还原
