X房地产企业行政人员绩效评价体系优化研究

【摘要】 企业的核心竞争优势是拥有优秀的员工,如何激发每位员工的核心优势,提高员工的工作成果,具有重要意义。行政管理人员是企业各层人员之间的沟通纽带,主要负责沟通协调,提供业务辅助,对行政人员设置科学且具有激励性的绩效评价目标是促使企业业务流转、良性运行的加速器。因此,本研究对X房地产企业行政人员的岗位职责和绩效评价现状进行调研的基础上,优化相应的绩效评价指标和权重,完善整个绩效评价的全流程管理,从而达到绩效评价的激励作用,充分调动行政人员的工作积极性,推动行政人员实现集体价值共识,全面提高X房地产企业行政人员的管理效率和质量。在内容安排方面,本文梳理了国内外对企业行政人员绩效评价的相关研究,并应用问卷调查法、德尔菲法、层次分析法和360°考核法对X房地产企业的绩效评价体系进行优化改进。具体而言,首先,基于行政人员绩效评价体系对X房地产企业的现实意义和层次分析法在绩效评价中的使用,在了解X房地产企业营商环境、发展目标等的基础上,基于相应的问题分析了X房地产企业对绩效评价体系进行优化的必要性和可行性;其次,从综合管理部的部门绩效目标出发,构建费用管控类、行政统筹类、行政支持类和外宣及标准深化类行政人员工作目标和工作行为两个方面的一级指标,进而细化这两个维度下的二级指标及三级指标,并且从绩效评价体系的全过程出发,优化了权重、主体、周期以及结果应用,从而得出X房地产企业行政人员的绩效评价体系;最后,为了支撑X房地产企业行政人员的绩效评价体系顺利实施,提出了相应的保障措施,并且进行了优化前后绩效评价体系的对比分析。本文的主要创新之处在于,通过对房地产行业中规模较大、知名度较高的X房地产企业的行政人员绩效评价体系进行探索研究,引入德尔菲法和层次分析法对X房地产企业的行政人员的绩效评价体系进行完善,可使X房地产企业行政人员的绩效评价体系和组织的战略目标进行结合,进而引导公司未来发展方向。此外,行政人员的绩效评价体系也可以为同类型的其他企业提供借鉴意义,激发行政人员的工作积极性,提升企业竞争优势。
【Abstract】 The core competitive advantage of an enterprise is to have excellent employees.How to stimulate the core advantages of each employee and improve the work results of employees is of great significance.Administrative personnel are the communication link between personnel at all levels of the enterprise.They are mainly responsible for communication and coordination and provide business assistance.Setting scientific and motivating performance evaluation targets for administrative personnel is an accelerator to promote business circulation and benign operation of the enterprise.Therefore,this research for real estate enterprises X administrative personnel’s duty,the corresponding performance evaluation index and weight,improve the whole performance evaluation of the whole process management,so as to fully arouse the enthusiasm of administrative personnel’s work,and for administrative staff realize the value of the collective agreement,comprehensively improve the management efficiency and quality of administrative personnel.In terms of content arrangement,this thesis sorted out domestic and foreign research on the performance assessment of enterprise administrative personnel,and applied questionnaire survey,Delphi method,analytic hierarchy process and 360° assessment method to optimize and improve the performance evaluation system of X real estate enterprise.Specifically,first of all,based on administrative personnel performance evaluation system,and the use of analytic hierarchy process in the performance assessment,on the understanding of X real estate enterprises on the basis of the business environment and development goals,based on the corresponding problems and analyses the influence of X enterprise performance evaluation system.Second,starting from the departmental performance objectives of the general management department,build first-level indicators of the work objectives and work behaviors of administrative staff in the categories of cost control,administrative overall planning,administrative support,and publicity and standard deepening,and then refine these indicators.Second-level indicators and third-level indicators under two dimensions,and starting from the whole process of the performance evaluation system,optimize the weight,subject,cycle and application of results,so as to obtain the performance evaluation system of X real estate enterprise executives.Finally,in order to support the smooth implementation of the performance evaluation system of the executives of X real estate enterprise,corresponding safeguard measures are put forward,and a comparative analysis of the performance evaluation system before and after optimization is carried out.The main innovation of this thesis lies in the exploration evaluation system of administrative personnel of X real estate enterprise,a relatively large and famous real estate industry,and the introduction of Delphi method to improve the performance evaluation system of administrative personnel of X real estate enterprise.The performance evaluation system of administrative personnel of X real estate enterprise can be combined with the strategic goals,so as to guide the future direction of the enterprise.Moreover,the performance evaluation system of administrative personnel can also provide reference for other enterprises of the same type,stimulate the work enthusiasm of administrative personnel,and improve the competitive advantage of enterprises.
