【摘要】 农村稳则天下安,农业兴则基础牢,农民富则国家盛。建成全面小康社会,最艰巨的任务在农村,最广泛的基础在农村,最大潜力和后劲也在农村;乡村振兴战略是党中央在新时期发展农业的战略部署,是解决好“三农”问题的重要抓手。习总书记强调:要积极扶持和鼓励农村立足当地资源优势,开发特色农业产业,做好现代特色农业这篇文章。发展特色农业,就是充分利用有限的生产要素资源,创造出更安全、更丰富的农产品,促进农民增收致富,实现绿色发展和产业兴旺,对乡村振兴战略的实施具有重要意义,洛宁县地处中部山区,气候条件优越,适合多种农作物生长,是我国的产粮大县;从2017年开始,洛宁县依据地区资源禀赋,大力发展特色农业,提升农民经济收入,并于2019年摆脱了国家贫困县称号。本文通过收集文献资料和相关数据,运用基于SWOT分析AHP模型,在洛宁县特色农业发展现状的基础上,从发展隐忧、产业短板、经营风险、主体制约、信息闭塞五个方面阐述了发展困境及原因;同时提出洛宁县特色农业发展必须坚持因地制宜原则、市场需求原则、效益协调原则,加大要素供给力度、促进三产深度融合、建立风险保障机制、培育新型经营主体、完善电子商务平台,进而构建现代化特色农业产业体系。我国幅源辽阔,地域资源差异化明显,为特色农业发展提供了基础条件。但是,受传统农业生产观念、经营模式单一、农业科技滞后等因素影响,多数农村地区缺少充分利用资源禀赋发展特色农业的意识,导致大量优势农业资源闲置、浪费,农民增收问题难以有效解决。同时,随着城镇化建设进程加快,农村劳动力及技术人才严重流失;而且政策落实不充分、资金引进渠道闭塞,对特色农业发展形成严重制约。因此,本文通过对洛宁县特色农业的发展现状进行深入分析,旨在为其他农村地区依据地域优势发展特色农业提供理论借鉴。更多还原

【Abstract】 If the countryside is stable,the world will be safe,if agriculture is prosperous,the foundation will be solid,and if farmers are rich,the country will be prosperous.To build a well-off society in an all-round way,the most arduous task lies in the countryside,the most extensive foundation lies in the countryside,and the greatest potential and stamina also lies in the countryside;Rural Revitalization Strategy is the strategic deployment of the CPC Central Committee to develop agriculture in the new period and an important starting point to solve the problems of "agriculture,rural areas and farmers".*** To develop characteristic agriculture is to make full use of the limited resources of production factors,create safer and richer agricultural products,promote farmers’ income,achieve green development and industrial prosperity,which is of great significance to the implementation of the Rural Revitalization Strategy,Luoning County is located in the central mountainous area with superior climatic conditions,which is suitable for the growth of a variety of crops.It is a large grain producing county in China;Since 2017,Luoning County has vigorously developed characteristic agriculture and increased farmers’ economic income according to the regional resource endowment,and got rid of the title of national poor county in 2019.Based on the current situation of the development of characteristic agriculture in Luoning County,this paper expounds the development difficulties and reasons from five aspects: development worries,industrial weaknesses,business risks,subject constraints and information blocking;Meanwhile,it is pointed out that the development of awesome agriculture in Luoning county must adhere to the principle of adjusting measures to local conditions,market demand and benefit coordination,increase the supply of essential elements,promote the deep integration of the three industries,establish a risk guarantee mechanism,cultivate new business entities,improve the e-commerce platform,and build a modern characteristic agricultural industrial system.China has a vast range of resources and obvious differences in regional resources,which provides basic conditions for the development of characteristic agriculture.However,due to the influence of traditional agricultural production concept,single business model,lagging agricultural science and technology and other factors,most rural areas lack the awareness of making full use of resource endowment to develop characteristic agriculture,resulting in the idleness and waste of a large number of advantageous agricultural resources,and it is difficult to effectively solve the problem of increasing farmers’ income.At the same time,with the acceleration of urbanization,the rural labor force and technical talents are seriously lost;Moreover,the insufficient implementation of policies and the blocking of capital introduction channels have seriously restricted the development of characteristic agriculture.Therefore,through the in-depth analysis of the development status of characteristic agriculture in Luoning County,this paper aims to provide theoretical reference for other rural areas to develop characteristic agriculture according to regional advantages.更多还原
