【摘要】 项目管理的主要内容包含“质量、进度、成本和风险”,其中关键是进度管理,直接关系着项目的整体结果。CC公司是我国高速列车产业化基地,作为中车股份有限公司的核心企业,主要进行铁路高档客车的设计与生产,同时从事地铁、轻轨车辆生产与轨道交通的组装与出口等业务。CC公司于2009年获得沙特麦加轻轨项目的轨道车辆供货合同,该项目为中沙两国元首指定合作项目,中国铁建负责施工建设全部的土建施工和机电总包和线路运营等工作,CC公司负责提供轨道车辆(轻轨)并承担三年的车辆维护工作,后续有每三年或者五年续签合同至今。因为境外轨道车辆维修项目面临异国维修现状,维修进度安排、人员管理方面都有着更高要求,也直接关系维修成本以及客户服务质量,所以,在境外轨道车辆维修项目进度管理方面需要不断改进管理方案,提升维修项目工作效率,是轨道客车企业拓展海外市场,做好“产品+服务”的重要工作内容。本文针对沙特麦加轨道车辆维修项目进度管理改进进行研究,依托约束理论和项目进度管理理论,分析当前沙特麦加轨道车辆维修项目进度管理状况存在的问题,采用项目管理标准改进、进度计划管理改进、项目进度控制改进等策略改进进度管理问题,并在实施制度、工作重心前移和风险管理等三方面举措来保障改进方案顺利执行。通过对CC公司沙特麦加轨道车辆维修项目进度管理进行改进,将维修资源、维修能力与维修需求相匹配,实现CC公司沙特麦加轨道车辆维修项目综合效益最大化,提出的改进方案也获得了初步成效,对CC公司具有一定的现实意义,也为公司在开展其他境外维修项目进度管理工作方面提供参考借鉴意义。更多还原

【Abstract】 The main content of project management includes "quality,schedule,cost and risk",among which the key is schedule management,which is directly related to the overall result of the project.CC Company is the industrialization base of high-speed trains in China.As the core enterprise of CRRC Co.,Ltd.,it mainly designs and produces high-grade railway passenger cars,and is also engaged in the production of subways and light rail vehicles and the assembly and export of rail transit.In 2009,CC Company won the rail vehicle supply contract for the light rail project in Mecca,Saudi Arabia.This project is a cooperation project designated by the heads of state of China and Saudi Arabia.China Railway Construction is responsible for all the civil works,electromechanical general contracting and line operation of the construction.CC Company is responsible for providing rail vehicles(light rail)and undertaking vehicle maintenance for three years,and the contract has been renewed every three or five years since then.Because overseas rail vehicle maintenance projects are facing the status quo of foreign countries,maintenance schedule and personnel management have higher requirements,which are also directly related to maintenance costs and customer service quality.Therefore,it is an important work content for rail vehicle enterprises to expand overseas markets and do a good job of "product+service" by constantly improving the management plan and improving the work efficiency of maintenance projects in the schedule management of overseas rail vehicle maintenance projects.In this paper,the improvement of schedule management of rail vehicle maintenance project in Mecca,Saudi Arabia is studied.Based on the constraint theory and project schedule management theory,the problems existing in the current schedule management of rail vehicle maintenance project in Mecca,Saudi Arabia are analyzed.Strategies such as improvement of project management standards,improvement of schedule management and improvement of project schedule control are adopted to improve the schedule management,and measures are taken to ensure the smooth implementation of the improvement scheme in three aspects:implementation system,shift of work focus and risk management.By improving the schedule management of CC Company’s Saudi Mecca rail vehicle maintenance project,the maintenance resources and capacity are matched with the maintenance requirements,and the comprehensive benefits of CC Company’s Saudi Mecca rail vehicle maintenance project are maximized.The proposed improvement scheme has also achieved initial results,which has certain practical significance for CC Company and also provides reference for the company to carry out the schedule management of other overseas maintenance projects.更多还原
