【摘要】 随着我国改革开放的纵深发展,公共服务制度体系日趋完善,服务主体不断拓展,服务方式逐渐丰富。不过公共服务依然无法满足人们快速增长的需求,政府的公共服务存在着效率不高、质量不优、规模较小等诸多问题。作为公共服务的重要主体,政府应积极履行责任,健全公共服务机制,搭建多元化公共服务模式,引导社会其他主体参与,形成多层面、全方位的供应保障体系,为公民提供高质量的公共服务,实现民众对公共服务满意度的全面提升。本文以吉林省M县为案例分析对象,对基层政府公共服务现状、问题、成因进行分析,并针对问题提出优化策略。笔者认为,现阶段M县政府购买社工服务面临诸多难题,主要表现在政府相关扶持政策缺乏且碎片化、政府财力水平制约服务质量、政府与服务主体沟通渠道不畅通、政府购买服务的采购及付款方式不科学、社工专业性人才短缺等问题。深究这些问题的背后原因主要是由政府认识不足、政府体制机制不健全、政府与社工机构关系不对等、公众对社工服务的认可度较低、社工机构能力建设重视不够等。根据问题,结合成因提出具体应对策略,如转变服务理念、完善服务机制、尽快落实社会工作人才激励政策、提高社工机构能力建设、健全购买服务运行机制、提高购买服务成效。本文研究运用了访谈法、案例法、问卷调查法等对M县政府购买社工服务展开论述,并以公共服务外包、新公共管理等理论为基础,详细论述了购买社工服务中所面临的问题,同时对国内外相关实践经验进行总结,以M县实际情况入手提出合理化建议。此外,本文研究也为其它区域政府公共服务的探究提供了参考依据。更多还原

【Abstract】 With the deepening development of China’s reform and opening-up,the system of public service system is becoming more and more perfect,the main body of service is expanding,and the way of service is gradually enriched.However,the public service still cannot meet people’s rapidly growing demand,and the government’s public service has many problems such as low efficiency,poor quality,and small scale.As an important main body of public services,the government should actively fulfill its responsibilities,improve the public service mechanism,build a diversified public service model,guide the participation of other subjects in society,form a multi-level,all-round supply guarantee system,provide citizens with high-quality public services,and realize the comprehensive improvement of people’s satisfaction with public services.This paper takes County M of Jilin Province as a case study object,analyzes the status quo,problems,and causes of grassroots government public services,and proposes optimization strategies for the problems.In the author’s opinion,at this stage,the government of County M is facing many difficulties in purchasing social work services,which are mainly manifested in the lack of relevant government support policies and fragmentation,the level of government financial resources restricting the quality of services,the government’s communication channels with the main body of the service are not smooth,the government purchases the services of the procurement and payment methods are not scientific,and the shortage of professional talents in the field of social work.The reasons behind these problems are mainly caused by insufficient government awareness,inadequate government institutional mechanism,unequal relationship between the government and social work organizations,low public recognition of social work services,and insufficient attention to capacity building of social work organizations.Based on the problems,specific coping strategies are proposed in combination with the causes,such as changing the service concept,improving the service mechanism,implementing the incentive policy for social work talents as soon as possible,improving the capacity building of social work organizations,improving the operation mechanism of purchasing services,and improving the effectiveness of purchasing services.In this paper,the interview method,case study method,and questionnaire survey method are used to discuss the purchase of social work services by the government of County M.Based on the theories of public service outsourcing and new public management,this paper discusses in detail the dilemmas faced by the purchasing of social work services,and at the same time summarizes the relevant practical experiences at home and abroad,and puts forward rationalized suggestions based on the actual situation of County M.In addition,this paper also provides a good example for other regions to consider to improve their social work services.In addition,the research in this paper also provides a reference basis for the exploration of government public services in other regions.更多还原
