【摘要】 中国共产党是社会治理的领导力量,是中国长治久安的定海神针。十八大以来,党组织引领社会治理在构建治理共同体、完善治理体系等方面进行了诸多的积极探索,也成功积累了许多的经验,已成为国家治理现代化研究的“蓝海”。党的二十大报告指出中国式现代化是中国共产党领导之下的现代化,彰显党的领导地位,是推进治理现代化的题中之义。乡村协商治理是实践全过程人民民主的重要形式,在促进乡村发展、推进治理现代化等多个维度都有重要价值。基层党组织的执政旨归与乡村协商治理的价值追求具有内在一致性,均强调实现人的现代化与治理主体的多元化等目标。新时代以来,乡村协商治理在形式创新、制度化发展等方面都有了明显的进步,但是仍然存在阻碍效能提升的因素。应对已有的障碍因素,寻求“新发展”道路,必须利用好基层党组织这个领导核心的智慧与力量。基层党组织引领乡村协商治理,在应对社会主要矛盾转变实际情况,化解乡村社会中的各类矛盾,继而强化党对农村工作的全面领导,助推乡村振兴战略的全面实施,助力基层治理现代化的实现具有重要意义。党的十八大以来,在顶层设计推动之下,基层党组织不断创新引领乡村协商治理的议事机制,建立具有专业水平的引领队伍,搭建符合人民需要的引领平台,促使协商流程有序化规范化发展,从而在乡村治理各方面起到积极影响,为实现乡村善治贡献力量。这表明,我们要继续坚持在基层党组织的引领下,提升乡村协商治理的效能。目前,由于认识不深入、能力存在不足、治理资源有限等因素,基层党组织引领乡村协商治理仍然存在许多问题,如党的领导变成事事包办、基层党组织主动性不强、多元协商主体沟通有障碍、协商结果落实难等问题。对此,必须以马克思主义党的领导理论、中国共产党基层党建理论以及中国共产党的协商治理理论为指导,在准确把握基层党组织引领乡村协商治理面临的现实困境基础之上,具体问题具体分析,找到破题点。这要求我们首先要强化基层党组织的政治引领,围绕党的责任使命开展工作,为乡村协商治理的发展提供政治“指南针”;其次要加强基层党组织思想引领,凝聚协商治理共识;再次要强化基层党组织组织引领,提升乡村协商治理有效性;最后还要完善制度保障,提升乡村协商治理的规范化水平。更多还原

【Abstract】 The CPC is the leading force of social governance,and it is the sea calming needle for China’s long-term stability.Since the 18 th National Congress of the Communist Party of China,party organizations have led social governance to actively explore building a governance community and improving the governance system,and have successfully accumulated a lot of experience.It has become a "blue ocean" for the modernization of national governance research.The report of the 20 th National Congress of the CPC pointed out that Chinese path to modernization is a modernization under the leadership of the CPC,and highlighting the leadership of the Party is the essence of promoting governance modernization.Rural consultative governance is an important form of people’s democracy throughout the entire process of practice,and has important value in promoting rural development,promoting governance modernization,and other dimensions.The governing purpose of grassroots party organizations is inherently consistent with the value pursuit of rural consultative governance,both emphasizing the goals of achieving modernization of people and diversification of governance subjects.Since the new era,rural consultative governance has made significant progress in terms of form innovation and institutionalized development,but there are still factors that hinder efficiency improvement.To address existing obstacles and seek a "new development" path,it is necessary to make good use of the wisdom and strength of grassroots party organizations as the leadership core.Grassroots party organizations lead rural consultative governance,which is of great significance in responding to the transformation of major social contradictions,resolving various contradictions in rural society,strengthening the comprehensive leadership of the party in rural work,promoting the comprehensive implementation of rural revitalization strategy,and assisting in the modernization of grassroots governance.Since the 18 th National Congress of the CPC,under the promotion of top-level design,grassroots party organizations have continuously innovated and led the discussion mechanism of rural consultative governance,established a professional leading team,built a leading platform that meets the needs of the people,promoted the orderly and standardized development of the consultation process,and played a positive role in various aspects of rural governance,contributing to the realization of good rural governance.This indicates that we must continue to adhere to the guidance of grassroots party organizations to improve the effectiveness of rural consultative governance.However,due to factors such as lack of in-depth understanding,insufficient capabilities,and limited governance resources,there are still many problems with grassroots party organizations leading rural consultative governance,such as the leadership of the party becoming a task oriented approach,weak initiative of grassroots party organizations,obstacles in communication among diverse negotiation subjects,and difficulties in implementing negotiation results.In this regard,we must take the leadership theory of the Marxist Party,the theory of CPC’s grass-roots party building,and the theory of CPC’s consultative governance as guidance.On the basis of accurately grasping the practical difficulties faced by grass-roots party organizations leading rural consultative governance,we must analyze specific problems and find the breakthrough points.This requires us to first strengthen the political guidance of grassroots party organizations,carry out work around the party’s responsibility and mission,and provide a political "compass" for the development of rural consultative governance;Secondly,we need to strengthen the ideological guidance of grassroots party organizations and consolidate consensus on negotiation and governance;Once again,we need to strengthen the leadership of grassroots party organizations and enhance the effectiveness of rural consultative governance;Finally,it is necessary to improve institutional guarantees and enhance the standardization level of rural consultative governance.更多还原
