【摘要】 我国改革开放后,长期采用粗放型发展方式,虽然带动了经济高速增长,但是造成了严重的环境污染和资源浪费问题。当前我国经济进入高质量发展阶段,党的二十大提出“推动经济社会发展绿色化、低碳化是实现高质量发展的关键环节”,绿色发展成为兼顾经济发展和环境保护的重要方式。绿色发展依赖于绿色技术的进步,相较于国内自主研发,通过OFDI获取国外绿色技术溢出可以更快速地提升我国绿色技术水平,因此研究OFDI逆向绿色技术溢出具有重要意义。现有文献较少从行业角度分析OFDI逆向绿色技术溢出,由于我国各行业的发展阶段和OFDI情况不同,OFDI逆向绿色技术溢出可能存在行业差异,本文对此展开研究,并进一步分析OFDI逆向绿色技术溢出的门槛效应。本文在理论部分首先分析了我国OFDI的发展规模、区位分布、投资动机和行业分布情况。然后构建理论框架,分析了OFDI逆向绿色技术溢出的传导过程。接着从行业的绿色技术获取动机和吸收能力差异两方面,分析OFDI逆向绿色技术溢出的行业差异。最后由于环境规制是影响行业绿色技术获取动机的主要外部因素,分析了环境规制和吸收能力影响OFDI逆向绿色技术溢出的门槛效应。本文在实证部分首先基于非径向、非角度包含非期望产出的DEA-SBM模型结合GML生产率指数,测算行业的绿色全要素生产率(GTFP),将行业GTFP作为被解释变量,使用变系数模型回归分析OFDI逆向绿色技术溢出的行业差异。其次构建门槛模型,检验行业环境规制和吸收能力的门槛效应,并根据实证结果分析行业差异产生的原因。本文研究结论如下:(1)不同行业的OFDI对国内行业GTFP的影响不同,即OFDI逆向绿色技术溢出存在明显的行业差异。(2)行业OFDI逆向绿色技术溢出存在基于环境规制和吸收能力的门槛效应,当门槛变量跨过门槛之后,行业OFDI逆向绿色技术溢出更显著。因此,本文从国家和企业层面提出建议:(1)国家要制定行业差异化的绿色技术获取型OFDI政策;提高环境规制强度;激励企业增加研发投入。(2)企业要选择恰当的绿色投资方式;积极引进绿色技术,以应对国内环境规制;提高研发投入,促进对绿色技术的吸收。更多还原

【Abstract】 After China’s reform and opening up,extensive development has been adopted for a long time.Although it has led to rapid economic growth,it has caused serious environmental pollution and waste of resources.At present,China’s economy has entered the stage of highquality development.The Twentieth National Congress of the Communist Party of China proposed that "promoting green and low-carbon economic and social development is the key link to achieve high-quality development".Green development has become an important way to give consideration to economic development and environmental protection.Green development depends on the progress of green technology.Compared with domestic independent research and development,obtaining foreign green technology spillovers through OFDI can improve China’s green technology level more quickly.Therefore,it is of great significance to study OFDI reverse green technology spillovers.The existing literature rarely analyzes OFDI reverse green technology spillovers from the perspective of industry.Due to the different development stages and OFDI conditions of various industries in China,there may be industry differences in OFDI reverse green technology spillovers.This paper studies this and further analyzes the threshold effect of OFDI reverse green technology spillovers.In the theoretical part,this paper first analyzes the development scale,location distribution,investment motivation and industry distribution of OFDI in China.Then the theoretical framework is constructed to analyze the transmission process of OFDI reverse green technology spillovers.Then,it analyzes the industry differences of OFDI’s reverse green technology spillovers from two aspects of the industry’s green technology acquisition motivation and absorption capacity differences.Finally,because environmental regulation is the main external factor affecting the industry’s green technology acquisition motivation,the threshold effect of environmental regulation and absorptive capacity on OFDI’s reverse green technology spillover is analyzed.In the empirical part,this paper first calculates the green total factor productivity(GTFP)of the industry based on the non-radial and non-angle DEA-SBM model including nonexpected output combined with the GML productivity index,takes the industry GTFP as the explained variable,and uses the variable coefficient model to regress and analyze the industry differences of OFDI reverse green technology spillovers.Secondly,build a threshold model to test the threshold effect of industrial environmental regulation and absorptive capacity,and analyze the causes of industrial differences according to the empirical results.The research conclusions of this paper are as follows:(1)OFDI of different industries has different impacts on GTFP of domestic industries,that is,OFDI reverse green technology spillovers have obvious industry differences.(2)The industry OFDI reverse green technology spillover has a threshold effect based on environmental regulation and absorptive capacity.When the threshold variable crosses the threshold,the industry OFDI reverse green technology spillover is more significant.Therefore,this paper puts forward suggestions from the national and enterprise levels:(1)The country should formulate industry-differentiated green technology acquisition OFDI policy;Improve the intensity of environmental regulation;Encourage enterprises to increase R&D investment.(2)Enterprises should choose appropriate green investment methods;Actively introduce green technology to cope with domestic environmental regulations;Increase R&D investment and promote the absorption of green technology.更多还原
