【摘要】 改革开放以来,在党和国家出台的大量有关农业农村和农民的政策文件中,最具代表性的就是由中共中央、国务院联合发布的中央一号文件,它见证了我国“三农”问题不断得到解决完善的发展历程,可以说是最受关注的系统性研究解决“三农”问题的中央权威性文件。农村集体经济作为体现社会主义性质的重要载体,也受到了党和国家的高度重视,习近平总书记和党中央反复强调要发挥好农村集体经济“统”的作用,在新时代背景下不断壮大新型农村集体经济。这些导向鲜明地体现在十八大以来的中央一号文件之中。因此,本文将党的十八大作为时间节点,对历年中央一号文件中的农村集体经济政策进行梳理研究,主要围绕以下方面展开:一是界定了本文的研究对象即中央一号文件中的农村集体经济政策,并对核心概念、理论基础与历史演进展开阐述。二是重点梳理了十八大以来中央一号文件中农村集体经济政策发展的亮点与主题内容,并提炼了其中的内在联系。三是从经济、政治、社会三个维度出发,评析了十八大以来中央一号文件中农村集体经济政策在“精准扶贫与脱贫攻坚阶段”、“脱贫攻坚向乡村振兴过渡阶段”和“全面实施乡村振兴战略阶段”三个重要历史时期中产生的效应,同时探究实施过程中存在的不足之处。四是在中央一号文件分析基础上总结了十八大以来农村集体经济政策的经验,从党的领导、问题导向、农民集体意识和法治建设四个方面得出一定的学理性启示。更多还原

【Abstract】 Since the reform and opening up,among a large number of policy documents concerning agriculture,rural areas and farmers issued by the Party and the State,the most representative one is the No.1 Central Document jointly issued by the CPC Central Committee and The State Council.It has witnessed the development process of constantly solving and improving the issues concerning agriculture,rural areas and farmers in China,and can be said to be the most concerned central authoritative document systematically studying and solving the issues concerning agriculture,rural areas and farmers.These directions are clearly reflected in the No.1 Central Document since the 18 th CPC National Congress.Therefore,this paper takes the 18th CPC National Congress as the time node to sort out and study the rural collective economic policies in the No.1 document of the CPC Central Committee over the years,mainly focusing on the following aspects: First,it defines the research object of this paper,namely the rural collective economic policies in the No.1 document of the CPC Central Committee,and expounds the core concepts,theoretical basis and historical evolution.Second,it focuses on the highlights and themes of rural collective economic policy development in the No.1 Document of the CPC Central Committee since the 18 th CPC National Congress,and extracts the internal relations among them.Thirdly,from the three dimensions of economy,politics and society,this paper analyzes the effect of rural collective economic policies in the No.1 Document of the CPC Central Committee since the 18 th CPC National Congress in three important historical periods: "targeted poverty alleviation and poverty alleviation","transition from poverty alleviation to rural revitalization" and "comprehensive implementation of rural revitalization strategy",and explores the shortcomings in the implementation process.Fourthly,based on the analysis of the No.1 document of the Central Committee,the author summarized the experience of rural collective economic policy since the 18 th National Congress of the Communist Party of China,and drew some scientific enlightenment from the party’s leadership,problem orientation,farmers’ collective consciousness and the construction of the rule of law.更多还原
