【摘要】 食品是人民生活的必需品,食品安全是最基本的民生、经济、政治问题。食品安全事件的频繁发生,是企业的非法经营还是政府的不科学监管。基于此,本文对南昌市2017年至2020年四年间的食品安全抽检报告进行分析,全面深入了解南昌市近4年来食品安全总状况,分析原因并提出对策,为食品安全监管工作提供理论支持,提高全市食品安全。2017-2020年南昌市食品安全总体不合格率有明显差异,但食品安全水平总体状态较好,每年的合格率均在97%以上。不合格批次较多的食品品种是农产品、餐具和粮食加工品。不同环节食品安全抽检结果比较分析,发现餐饮环节对食品安全的影响最大,流通环节次之。在不合格的食品品种中,生产环节的糕点和蔬菜制品,流通环节的农产品以及餐饮环节的餐具对食品安全的影响较大。基于2017-2020年的抽检数据,建立抽检评价指标,结合评价指标和抽检原则确定不同品种不同项目类别不同抽检环节的抽检比例,为2021年南昌市食品安全抽检计划制定提供基础。为了进一步规范南昌市食品安全抽检监测工作,持续发挥抽检监测早发现、早研判、早处置的作用,对南昌市食品安全监管工作提出相应的对策,主要内容为:坚持问题导向,加强执法抽检力度;整合检验资源,实现资源共享;积极推进“洁厨亮灶”建设,构建社会共治格局;落实生产企业主体责任,加强监督抽检后期处置工作;完善监管体系,建立信用监管体系;构建风险监测预警交流体系,增强风险交流有效性。更多还原

【Abstract】 Food is a necessity for people’s lives,and food safety is the most basic livelihood,economic and political issue.Food safety incidents occur frequently,which is due to illegal business operations or unscientific government supervision.Based on the current situation,this paper analyzed the food safety sampling reports of Nanchang from 2017 to 2020,and the overall food safety trends and safety status were fully understood,the existing problems and reasons were summarized,and countermeasures to ensure food safety are proposed.This research can provide theoretical support for food safety supervision and improve the food safety of Nanchang.There were significant differences in the overall results of food safety sampling in Nanchang from 2017 to 2020.The overall state of food safety was relatively good,with an annual pass rate of over 97%.The most unqualified food varieties were agricultural products,tableware and processed food products.A comparative analysis of the results of food safety sampling in different links revealed that the catering link has the greatest impact on food safety,followed by the circulation link.Among the unqualified food varieties,pastries and vegetable products in the production link,agricultural products in the circulation link,and tableware in the catering link have a greater impact on food safety,and monitoring efforts should be strengthened to ensure food safety.Based on the four-year historical sampling data from 2017 to 2020,the sampling evaluation index was established,and the sampling inspection ratio of different varieties,different item categories and different sampling links was determined based on the evaluation index and the sampling principle,and the food safety sampling plan of Nanchang City in 2021 was predicted.In order to further standardize the city’s food safety sampling and monitoring work,improve the pertinence of sampling and the effective use of sampling results,and continue to play the role of early detection,early research and judgment,and early disposal of sampling and monitoring,the corresponding countermeasures for food safety supervision in Nanchang were proposed.The main contents are to adhere to the problem orientation,strengthen the enforcement of random inspections;integrate inspection resources to achieve resource sharing;actively promote the construction of clean kitchen and bright stoves,and build a social governance pattern;implement the main responsibility of the production enterprise,and strengthen the post-processing of supervision and sampling;improve Supervision system,establish a credit supervision system;establish a risk monitoring and early warning communication system to improve the effectiveness of risk communication.更多还原
